Este vorba de intrarea \u00een vigoare a noului regulament de creditare al B\u0103ncii Na\u0163ionale Rom\u00e2ne (BNR), ce ar reduce sensibil puterea de cump\u0103rare a popula\u0163iei, prin \u00een\u0103sprirea condi\u0163iilor de creditare. Anca Bidian, CEO al Kiwi Finance, vorbe\u015fte despre cele dou\u0103 modific\u0103ri fundamentale ce ar putea fi aduse segmentului de credite ipotecare:<\/p>\n<p>1. Avansul solicitat de c\u0103tre b\u0103nci este diferen\u0163iat \u00een func\u0163ie de valuta \u00een care se va contracta creditul:<br \/>\n&#8211; 15% este avansul minim pentru creditele contractate \u00een lei<br \/>\n&#8211; 30% este avansul minim pentru creditele contractate \u00een euro<br \/>\n&#8211; 40% este avansul minim pentru creditele contractate \u00een alte valute<br \/>\n* Creditele Prima Cas\u0103 vor avea \u00een continuare un avans de minimum 5%. <\/p>\n<p>2. Acesta este motivul pentru care Asocia\u0163ia Rom\u00e2n\u0103 a B\u0103ncilor (ARB) a propus reprezentan\u0163ilor BNR ca \u00eemprumuturile ipotecare s\u0103 nu fie afectate de noile m\u0103suri de pruden\u0163ialitate. \u201eDorin\u0163a noastr\u0103 este s\u0103 nu avem acelea\u015fi reguli stricte \u015fi \u00een ceea ce prive\u015fte creditele ipotecare, pentru c\u0103 \u00een acest caz omul locuie\u015fte \u00een casa respectiv\u0103 \u015fi are o alt\u0103 atitudine fa\u0163\u0103 de banc\u0103 \u015fi fa\u0163\u0103 de familia sa. Asta este ceea ce ne-am dorit noi \u015fi am senza\u0163ia c\u0103 BNR va accepta, pentru c\u0103 s-a ar\u0103tat interesat\u0103 de aceast\u0103 solu\u0163ie\u201d, a declarat pentru <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/\">www.imobiliare.ro <\/a>Radu Ghe\u0163ea, pre\u015fedintele Asocia\u0163iei Rom\u00e2ne a B\u0103ncilor \u015fi al CEC Bank. Reprezentantul ARB este de p\u0103rere c\u0103, dac\u0103 \u015fi segmentul creditelor ipotecare va fi blocat prin introducerea acestor m\u0103suri restrictive, impactul va fi unul negativ asupra \u00eentregii economii. \u00cen plus, precizeaz\u0103 el, nu segmentul ipotecarelor e cel pe care se \u00eenregistreaz\u0103 cele mai mari restan\u0163e \u00een momentul de fa\u0163\u0103, ci acela al creditelor de consum.<\/p>\n<p>Pe de alt\u0103 parte, Mugur \u015ete\u0163, purt\u0103torul de cuv\u00e2nt al BNR, a refuzat s\u0103 comenteze \u00een orice fel pe marginea regulamentului aflat \u00een lucru pe masa institu\u0163iei pe care o reprezint\u0103. Acesta nu a dat detalii nici despre data intr\u0103rii \u00een vigoare a noilor norme \u015fi nici despre aplicabilitatea acestora pe segmentul ipotecarelor.<\/p>\n<p><strong>De la o locuin\u0163\u0103 de 55.000 de euro, la una de 47.000 de euro<\/strong><br \/>\n\u00cen contextul \u00een care Banca Na\u0163ional\u0103 nu a dat niciun indiciu cu privire la posibilitatea ca \u00eemprumuturile ipotecare s\u0103 nu fie afectate de noile restric\u0163ii, impactul acestora asupra pie\u0163ei imobiliare r\u0103m\u00e2ne unul demn de luat \u00een calcul. Acestea ar duce, \u00een mod evident, la \u00eengustarea sensibil\u0103 a paletei de op\u0163iuni pentru consumatorul final, \u00een ceea ce prive\u015fte achizi\u0163ia unei locuin\u0163e ieftine. <\/p>\n<p>Astfel, \u00een momentul de fa\u0163\u0103, o familie cu dou\u0103 salarii medii pe economie (un venit de circa 4.000 de lei pe lun\u0103) poate s\u0103 acceseze un credit ipotecar standard de 44.000 de euro, pe o perioad\u0103 de 30 de ani, potrivit calculelor Kiwi Finance. Dispun\u00e2nd de un avans de 20%, c\u00e2t este solicitat de c\u0103tre b\u0103nci, aceast\u0103 familie \u00ee\u015fi permite s\u0103 achizi\u0163ioneze o locuin\u0163\u0103 de maximum 55.000 de euro. Un buget relativ generos pentru perioada economic\u0103 actual\u0103. Potrivit datelor www.imobiliare.ro, \u00een momentul de fa\u0163\u0103, aproximativ 30% dintre ofertele de apartamente scoase la v\u00e2nzare la nivel na\u0163ional se \u00eencadreaz\u0103 \u00een pragul de 55.000 de euro. Ponderea de\u0163inut\u0103 de acest segment este mai redus\u0103 \u00een Capital\u0103, unde se ridic\u0103 la doar 18%.<\/p>\n<p>Potrivit Anc\u0103i Bidian, noile norme ar duce la diminuarea cu 25-30% a sumelor ce vor putea fi accesate prin credite ipotecare. Asta \u00eenseamn\u0103 c\u0103 o familie cu dou\u0103 salarii medii pe economie va putea primi un credit standard de 31.000-33.000 de euro. Prin urmare, aceasta va putea achizi\u0163iona o locuin\u0163\u0103 care s\u0103 coste maximum 47.000 de euro. Pe acest segment de pre\u0163 \u00eens\u0103, oferta din pia\u0163a imobiliar\u0103 este mult mai redus\u0103. Potrivit datelor <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/\">www.imobiliare.ro<\/a>, 19,8% dintre ofertele de apartamente la nivel na\u0163ional se \u00eencadreaz\u0103 \u00eentr-un buget de 47.000 de euro, \u00een vreme ce, \u00een Capital\u0103, ponderea acestora scade la 10%. <\/p>\n<p><a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/apartamente\/ce-schimbari-aduce-noul-regulament-al-bnr-si-ce-locuinta-iti-mai-poti-permite-acum_db\/httpwww-dreamstime-com-image21116422\/\" rel=\"attachment wp-att-15234\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/info.imobiliare.ro\/wp-content\/uploads\/2011\/10\/casapecalculator-300x198.jpg\" alt=\"\" title=\"http:\/\/www.dreamstime.com\/-image21116422\" width=\"300\" height=\"198\" class=\"alignleft size-medium wp-image-15234\" \/><\/a><strong>36.000 de euro, locuin\u0163a \u201emedie\u201d prin Prima Cas\u0103<\/strong><br \/>\nPe segmentul Prima Cas\u0103, o familie cu dou\u0103 venituri medii pe economie poate accesa un credit de aproximativ 45.500 de euro pe an. Lu\u00e2nd \u00een calcul un avans de 5%, pre\u0163ul maxim pe care \u015fi-ar fi permis s\u0103-l pl\u0103teasc\u0103 pentru o locuin\u0163\u0103 ar fi de aproape 48.000 de euro. Pe baza unui asemenea buget, o familie poate alege dintre aproape 20% dintre ofertele disponibile la nivel na\u0163ional sau 10% dintre locuin\u0163ele de v\u00e2nzare din Bucure\u015fti. <\/p>\n<p>Dac\u0103 noile norme vor afecta \u015fi creditele ipotecare, printr-un credit Prima Cas\u0103 o familie ar putea accesa un credit de doar 32.000-34.000 de euro, ceea ce \u00eenseamn\u0103 c\u0103 ar putea cump\u0103ra o locuin\u0163\u0103 de maximum 36.000 de euro. Or, pe acest palier de pre\u0163, oferta din pia\u0163\u0103 este foarte redus\u0103. Potrivit datelor <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/\">www.imobiliare.ro<\/a>, doar 8% dintre apartamentele disponibile spre v\u00e2nzare la nivel na\u0163ional cost\u0103 p\u00e2n\u0103 la 36.000 de euro. \u00cen Bucure\u015fti, ponderea de\u0163inut\u0103 de acestea se ridic\u0103 la doar 2,8%. <\/p>\n<p><strong>Pia\u0163a imobiliar\u0103 se va \u201eroniza\u201d, dar va reu\u015fi s\u0103 func\u0163ioneze dup\u0103 noile reguli<\/strong><br \/>\nO consecin\u0163\u0103 fireasc\u0103 a aplic\u0103rii noilor norme de creditare \u015fi asupra segmentului ipotecarelor ar fi \u00eendreptarea popula\u0163iei c\u0103tre creditele \u00een moneda na\u0163ional\u0103 \u015fi \u00een mod special spre Prima Cas\u0103, program ce va oferi \u00een continuare avantajul unui avans sensibil mai sc\u0103zut \u00een compara\u0163ie cu celelalte credite ipotecare. Totu\u015fi, nici creditele \u00een lei nu vor sc\u0103pa neatinse de politica de pruden\u0163ialitate a BNR. \u201eCreditarea va migra spre moneda na\u0163ional\u0103, unde estim\u0103m o reducere a sumelor eligibile cu 15-20% fa\u0163\u0103 de ofertele actuale. Este foarte probabil ca pia\u0163a imobiliar\u0103 s\u0103 se \u00abronizeze\u00bb, ceea ce \u00eenseamn\u0103 c\u0103 pre\u0163urile vor fi exprimate \u015fi negociate \u00een lei\u201d, subliniaz\u0103 Anca Bidian.<\/p>\n<p>\u00cen ce m\u0103sur\u0103 s-ar r\u0103sfr\u00e2nge noile norme \u015fi asupra pre\u0163urilor apartamentelor, ca urmare a sc\u0103derii puterii de cump\u0103rare a popula\u0163iei, r\u0103m\u00e2ne de v\u0103zut. &#8222;\u00cen condi\u0163iile \u00een care cererea solvabil\u0103, finan\u0163at\u0103 \u00een propor\u0163ie mare prin Prima Cas\u0103, \u015fi oferta din pia\u0163\u0103 nu se \u00eent\u00e2lnesc, este greu de prev\u0103zut o stabilitate pe segmentul reziden\u0163ial, \u00een ciuda stagn\u0103rii pre\u0163urilor din ultima perioad\u0103&#8221;, subliniaz\u0103 Adrian Erimescu, directorul general al <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/\">www.imobiliare.ro<\/a>. F\u0103c\u00e2nd o compara\u0163ie cu toamna lui 2008 (c\u00e2nd a avut loc o alt\u0103 \u00een\u0103sprire a condi\u0163iilor de creditare), m\u0103surile adoptate de BNR nu ar fi suficiente pentru a genera un efect similar, crede reprezentanta Kiwi Finance. \u201ePuterea de cump\u0103rare a popula\u0163iei depinde \u00een primul r\u00e2nd de infla\u0163ie \u015fi mai pu\u0163in de reglement\u0103rile b\u0103ncii centrale. Scenariul din 2008 nu se poate repeta dec\u00e2t \u00een condi\u0163ii similare, \u015fi anume turbulen\u0163e majore pe pie\u0163ele financiare interna\u0163ionale.
