Cum vor fi afecta\u0163i solicitan\u0163ii de credite pentru locuin\u0163e"},"content":{"rendered":"<p><strong>Inten\u0163ia b\u0103ncii centrale este de a \u00eencuraja \u00eemprumuturile \u00een moneda na\u0163ional\u0103, acestea beneficiind de un nivel mai redus al avansului minim necesar.<\/strong><\/p>\n<p>\u00cencep\u00e2nd de ieri, a intrat \u00een vigoare noul regulament de creditare impus de Banca Na\u0163ional\u0103 Rom\u00e2n\u0103 (BNR). Chiar dac\u0103 unele b\u0103nci au \u00eent\u00e2rziat \u00een a le pune \u00een aplicare, este doar o chestiune de timp p\u00e2n\u0103 c\u00e2nd acestea se vor alinia la noile norme. Pe pia\u0163a imobiliar\u0103, principala schimbare const\u0103 \u00een majorarea avansurilor solicitate pentru acordarea de <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/imoexpert\/category\/ghiduri\/credite\/\">credite<\/a> ipotecare.<\/p>\n<p><a class=\"article-body-links\"rel=\"attachment wp-att-17273\" href=\"https:\/\/www.imobiliare.ro\/prima-casa\/noul-regulament-al-bnr-e-oficial-in-vigoare-cum-vor-fi-afectati-solicitantii-de-credite-pentru-locuinte_db\/httpwww-dreamstime-com-image13337956-3\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-17273\" title=\"http:\/\/www.dreamstime.com\/-image13337956\" src=\"https:\/\/info.imobiliare.ro\/wp-content\/uploads\/2012\/02\/ceremcredit1-300x183.jpg\" alt=\"\" width=\"300\" height=\"183\" \/><\/a>Astfel, pentru creditele \u00een euro, suma minim\u0103 necesar\u0103 pe care ar trebui s\u0103 o de\u0163in\u0103 un solicitant care ob\u0163ine venituri \u00een moneda na\u0163ional\u0103 s-ar ridica la 25% din valoarea imobilului ce urmeaz\u0103 a fi achizi\u0163ionat. Spre compara\u0163ie, p\u00e2n\u0103 acum, un avans maxim solicitat de c\u0103tre b\u0103nci \u00een cazul unui astfel de \u00eemprumut se ridica la doar 20%. Pentru creditele \u00een alte valute dec\u00e2t euro, avansul minim se va ridica la 40% din valoarea propriet\u0103\u0163ii. Avantajate sunt persoanele care ob\u0163in salarii \u00een euro sau \u00een alte valute (sau indexate la cursul de schimb al respectivelor valute) \u2013 acestea vor putea accesa credite \u00een monezile respective cu un avans de doar 20%.<\/p>\n<p>M\u0103surile aplicate de c\u0103tre BNR sunt menite s\u0103 \u00eencurajeze \u00eemprumuturile \u00een moneda na\u0163ional\u0103. Astfel, pentru creditele \u00een lei, avansul minim solicitat se ridic\u0103 la doar 15%. Cele mai avantajoase r\u0103m\u00e2n \u00eens\u0103, de departe, \u00eemprumuturile ipotecare <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/imoexpert\/category\/ghiduri\/prima-casa\/\">Prima Cas\u0103<\/a>. Astfel, aplican\u0163ii la programul guvernamental vor putea accesa \u00een continuare credite pentru locuin\u0163e dispun\u00e2nd de doar 5% din valoarea imobilului.<\/p>\n<div class=\"entry-content-inline-styles\"><strong>Vrei un alt credit dec\u00e2t Prima Cas\u0103? C\u00e2t po\u0163i \u00eemprumuta<\/strong><br \/>\n\u00cen ceea ce prive\u015fte creditele ipotecare, norma nu prevede modificarea gradelor de \u00eendatorare. \u00cen prezent, gradul mediu de \u00eendatorare pentru creditele ipotecare \u00een euro este de 50%, cu un maximum de 60%. Acesta difer\u0103 \u00eens\u0103 de la banc\u0103 la banc\u0103 \u015fi este corelat cu profilul de risc al clientului \u015fi politicile de risc ale fiec\u0103rei b\u0103nci.<\/p>\n<p>Deocamdat\u0103, diferen\u0163a \u00eenc\u0103 mare de dob\u00e2nzi \u00eentre creditele \u00een euro \u015fi cele \u00een moneda na\u0163ional\u0103 permite accesarea unor sume mai mici la creditele \u00een lei. Astfel, o familie \u00een care ambii parteneri c\u00e2\u015ftig\u0103 venitul mediu pe economie (cumulat \u00eensemn\u00e2nd 2.914 lei, potrivit datelor pe luna decembrie 2011), f\u0103r\u0103 copii \u015fi alte persoane \u00een \u00eentre\u0163inere, f\u0103r\u0103 alte rate lunare, poate ob\u0163ine un credit (ipotecar standard) \u00een valoare de 40.000 de euro, pe 30 de ani, pentru care pl\u0103te\u015fte o rat\u0103 lunar\u0103 de 273 de euro. Dac\u0103 ar contracta creditul \u00een lei, ar ob\u0163ine un credit \u00een valoare de 130.000 lei, echivalentul a aproximativ 30.000 euro, pe 30 de ani, pentru care ar pl\u0103ti o rat\u0103 lunar\u0103 de 1.189 lei.<\/p>\n<p><strong>Anca Bidian, CEO Kiwi Finance<\/strong><\/div>\n<p>Cum vor afecta aceste restric\u0163ii pia\u0163a achizi\u0163iilor de locuin\u0163e prin credite ipotecare? Mai \u00eent\u00e2i de toate, ar fi extrem de util\u0103 o privire aruncat\u0103 asupra structurii acestei pie\u0163e. Potrivit datelor BNR, la finele lunii decembrie a anului trecut, soldul creditelor pentru locuin\u0163e acordate de c\u0103tre b\u0103nci ajunsese la o valoare de 7,75 de miliarde de euro, \u00een cre\u015ftere cu aproximativ 975 de milioane de euro fa\u0163\u0103 de aceea\u015fi perioad\u0103 din 2010 (c\u00e2nd soldul creditelor se ridica la circa 6,775 de miliarde de euro). Cu alte cuvinte, pe parcursul lui 2011, rom\u00e2nii au contractat credite pentru locuin\u0163e \u00een valoare de aproximativ un miliard de euro. Interesant este c\u0103, \u00een perioada men\u0163ionat\u0103, soldul creditelor \u00een lei a sc\u0103zut \u2013 chiar dac\u0103 \u00eentr-o m\u0103sur\u0103 infim\u0103, cu circa 18 milioane de euro -, \u00een vreme ce valoarea \u00eemprumuturilor \u00een euro s-a majorat substan\u0163ial, cu peste un miliard de euro. Cu alte cuvinte, comportamentul financiar al rom\u00e2nilor merge \u00een evident contrasens cu direc\u0163ia dat\u0103 de BNR, prin stimularea \u00eemprumuturilor \u00een lei.<\/p>\n<p>Statisticile privitoare la programul <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/imoexpert\/category\/ghiduri\/prima-casa\/\">Prima Cas\u0103 <\/a>arat\u0103 c\u0103, anul trecut, o propor\u0163ie cov\u00e2r\u015fitoare din volumul noilor credite pentru locuin\u0163e au fost (co)garantate de c\u0103tre stat. Potrivit datelor furnizate <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/\">www.imobiliare.ro<\/a> de c\u0103tre Fondul na\u0163ional de Garantare a Creditelor pentru \u00centreprinderi Mici \u015fi Mijlocii (FNGCIMM), pe tot parcursul anului trecut au fost acordate circa 20.000 de <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/imoexpert\/category\/ghiduri\/credite\/\">credite<\/a> prin intermediul Prima Cas\u0103, cu o valoare total\u0103 a garan\u0163iilor de circa 750 milioane de euro.<\/p>\n<p><strong>Impact limitat asupra segmentului mediu<\/strong><\/p>\n<p>\u00cen acest context, dat fiind faptul c\u0103 cele mai multe credite ipotecare sunt acordate prin intermediul Prima Cas\u0103, Iulian Niculae, directorul general al agen\u0163iei Victoria Consult, crede c\u0103 efectul noului regulament asupra pie\u0163ei creditelor ipotecare per ansamblu va fi unul restr\u00e2ns, \u00een vreme ce achizi\u0163iile prin programul guvernamental nu vor fi afectate. C\u0103 segmentul locuin\u0163elor cu pre\u0163uri medii nu va resim\u0163i puternic impactul noilor m\u0103suri este de p\u0103rere \u015fi Dan Ion Stoian, manager Finan\u0163\u0103ri Investi\u0163ii Imobiliare \u00een cadrul Centrului de Investi\u0163ii Imobiliare Bucure\u015fti al BCR. Acesta \u00ee\u015fi motiveaz\u0103 p\u0103rerea prin acela\u015fi argument, respectiv c\u0103, pe segmentul creditelor pentru locuin\u0163e, cele mai multe achizi\u0163ii au loc cu ajutorul programului guvernamental.<\/p>\n<p><a class=\"article-body-links\"rel=\"attachment wp-att-17274\" href=\"https:\/\/www.imobiliare.ro\/prima-casa\/noul-regulament-al-bnr-e-oficial-in-vigoare-cum-vor-fi-afectati-solicitantii-de-credite-pentru-locuinte_db\/bugetdecasa-4\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-17274\" title=\"bugetdecasa\" src=\"https:\/\/info.imobiliare.ro\/wp-content\/uploads\/2012\/02\/bugetdecasa1-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2012\/02\/bugetdecasa1-300x200.jpg 300w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2012\/02\/bugetdecasa1-87x57.jpg 87w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2012\/02\/bugetdecasa1-65x43.jpg 65w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2012\/02\/bugetdecasa1.jpg 480w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><strong>Celelalte ipotecare pot resim\u0163i sc\u0103deri semnificative<\/strong><\/p>\n<p>Altfel stau \u00eens\u0103 lucrurile c\u00e2nd vine vorba de creditele ipotecare din portofoliul propriu al b\u0103ncilor, altele dec\u00e2t cele garantate de c\u0103tre stat. Dan Ion Stoian anticipeaz\u0103 c\u0103, pe acest segment, va avea loc o sc\u0103dere drastic\u0103 a \u00eemprumuturilor, ce ar putea ajunge \u015fi la jum\u0103tate din valoarea actual\u0103. \u00cen categoria \u201ecelorlalte ipotecare\u201d se \u00eencadreaz\u0103, de regul\u0103, \u00eemprumuturile cu valori mai mari, pentru c\u0103 segmentul mediu se concentreaz\u0103 \u00een acest moment pe bugetul impus de programul guvernamental.<\/p>\n<p>Pe de alt\u0103 parte, Iulian Niculae este de p\u0103rere c\u0103 nici chiar pe acest din urm\u0103 segment efectele restric\u0163iilor BNR nu vor fi unele cov\u00e2r\u015fitoare. Asta pentru c\u0103, motiveaz\u0103 el, o bun\u0103 parte dintre cump\u0103r\u0103torii care acceseaz\u0103 alt tip de credite ipotecare au de obicei o sum\u0103 important\u0103 de bani la dispozi\u0163ie (sunt de obicei clien\u0163i care vor s\u0103-\u015fi fac\u0103 un upgrade de locuin\u0163\u0103 \u015fi au v\u00e2ndut deja o proprietate), nefiind deci foarte afecta\u0163i de majorarea avansului minim. \u00cen plus, precizeaz\u0103 el, \u00een perioada aceasta, cei mai mul\u0163i cump\u0103r\u0103tori \u00eencearc\u0103 s\u0103 evite contractarea unor credite foarte mari de la b\u0103nci, \u00eencerc\u00e2nd pe c\u00e2t posibil s\u0103-\u015fi \u201erotunjeasc\u0103\u201d bugetele din surse proprii.<\/p>\n<p>\u00cen opinia lui Niculae, cei mai afecta\u0163i de noile condi\u0163ii vor fi tot clien\u0163ii cu venituri medii spre joase, mai exact cei care se situeaz\u0103 pe un segment de pia\u0163\u0103 ce se pliaz\u0103 pe condi\u0163iile Prima Cas\u0103, f\u0103r\u0103 a fi totu\u015fi eligibili pentru acest program.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Inten\u0163ia b\u0103ncii centrale este de a \u00eencuraja \u00eemprumuturile \u00een moneda na\u0163ional\u0103, acestea beneficiind de un nivel mai redus al avansului minim necesar. \u00cencep\u00e2nd de ieri, a intrat \u00een vigoare noul regulament de creditare impus de Banca Na\u0163ional\u0103 Rom\u00e2n\u0103 (BNR).
