Spre compara\u0163ie, pre\u0163ul de listare afi\u015fat pe <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/\">www.imobiliare.ro<\/a> pentru o locuin\u0163\u0103 \u00eencadrabil\u0103 \u00een aceast\u0103 categorie variaz\u0103 \u00eentre 48.000 de euro (apartament cu dou\u0103 camere, de 51 de metri p\u0103tra\u0163i utili, construit \u00een anul 1970) \u015fi 63.000 de euro (un apartament din 1975, situat la etajul doi din 11, cu o suprafa\u0163\u0103 de 50 de metri p\u0103tra\u0163i). Pe de alt\u0103 parte, \u00een aceea\u015fi zon\u0103, o garsonier\u0103 confort 1, situat\u0103 la parter \u015fi construit\u0103 \u00eentre 1978 \u015fi 1990 are, potrivit noii grile notariale, un pre\u0163 de 17.040 de euro, fa\u0163\u0103 de doar 15.000 de euro anul trecut. Pe <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/\">www.imobiliare.ro<\/a> \u00eens\u0103, o asemenea ofert\u0103 are un pre\u0163 de listare de 29.500 de euro (construc\u0163ie din anul 1980).<br \/>\n\u00cen aceea\u015fi zon\u0103, un apartament confort 1, cu dou\u0103 camere, situat la parterul unui bloc construit \u00eentre 1967 \u015fi 1977, este evaluat de reprezentan\u0163ii notarilor la 24.750 de euro, fa\u0163\u0103 de 23.600 de euro, anul trecut. Spre compara\u0163ie, pre\u0163ul cerut de proprietari pentru o locuin\u0163\u0103 \u00eencadrabil\u0103 \u00een aceast\u0103 categorie, amplasat\u0103 \u00een apropiere de Pia\u0163a Gorjului, este de 46.800 de euro.<\/p>\n<blockquote><p>De\u015fi la nivel declarativ Ghidul cuprinde valori orientative ale  propriet\u0103\u0163ilor imobiliare \u015fi este \u00eentocmit de c\u0103tre exper\u0163i evaluatori  \u00een baza Standardelor Interna\u0163ionale de Evaluare, sunt destule voci \u00een pia\u0163\u0103 care consider\u0103 c\u0103 ele sunt mai mici dec\u00e2t pre\u0163urile medii de tranzac\u0163ionare. Mai mult, cre\u015fterea pre\u0163urilor din Ghid \u00een 2012 comparativ cu 2011 nu este sus\u0163inut\u0103 de niciun specialist, de nicio institu\u0163ie. Chiar dac\u0103 la un nivel mult sc\u0103zut fa\u0163\u0103 de anii trecu\u0163i, fenomenul fraudei exist\u0103 \u00eenc\u0103, spune Niculae, atunci c\u00e2nd vorbim de tranzac\u0163ii cu bani ghea\u0163\u0103.<\/p>\n<p><strong>Cu c\u00e2t au sc\u0103zut, de fapt, valorile de tranzac\u0163ionare?<\/strong><br \/>\nPersisten\u0163a acestui fenomen explic\u0103, cel pu\u0163in par\u0163ial, motivul pentru care indicele pre\u0163urilor propriet\u0103\u0163ilor reziden\u0163iale calculat de Institutul Na\u0163ional de Statistic\u0103 (INS) indic\u0103 pentru anul trecut o sc\u0103dere mult mai abrupt\u0103 dec\u00e2t cea sesizat\u0103 de al\u0163i juc\u0103tori din pia\u0163\u0103. Astfel, potrivit acestui indicator (care este calculat pe baza pre\u0163urilor \u00eenregistrate la notari), \u00een primele trei trimestre din 2011 pre\u0163urile de v\u00e2nzare pentru <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/vanzare-apartamente\/bucuresti\">apartamentele<\/a> din \u00eentreaga \u0163ar\u0103 au sc\u0103zut cu circa 13,85% fa\u0163\u0103 de finele lui 2010.
