Preten\u0163iile v\u00e2nz\u0103torilor s-au diminuat sensibil de la an la an, chiar dac\u0103, \u00een acela\u015fi timp, s-a redus \u015fi marja de sc\u0103dere. Potrivit <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/indicele-imobiliare-ro\">Indicelui na\u0163ional<\/a> calculat de <strong><a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/\">www.imobiliare.ro<\/a><\/strong>, pre\u0163ul mediu cerut pentru apartamentele noi \u015fi vechi din \u00eentreaga \u0163ar\u0103 a\u00a0consemnat un declin abrupt\u00a0\u00een primii trei ani de criz\u0103 &#8211; 24,8% \u00een 2008, 20,6% \u00een 2009, 15,6% \u00een 2010 -, pentru ca, \u00een ultimii doi ani,\u00a0sc\u0103derea s\u0103 se mai tempereze, ajung\u00e2nd la 4% \u00een 2011 \u015fi, respectiv, 1,3% \u00een 2012.<\/p>\n<p><strong>Zona Capitalei, singura \u00eenc\u0103 pe minus<\/strong><br \/>\n\u00cen ceea ce prive\u015fte pre\u0163urile efective de tranzac\u0163ionare, exist\u0103 \u00eens\u0103 un segment ce face excep\u0163ie de la liniaritatea ieftinirilor. Este vorba despre locuin\u0163ele achizi\u0163ionate prin intermediul programului <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/imoexpert\/category\/ghiduri\/prima-casa\/\">Prima Cas\u0103<\/a>. Potrivit datelor centralizate de Fondul Na\u0163ional de Garantare a Creditelor pentru \u00centreprinderi Mici \u015fi Mijlocii (FNGCIMM), Bucure\u015fti-Ilfov este singura regiune a \u0163\u0103rii unde valoarea de tranzac\u0163ionare pe acest segment a avut o evolu\u0163ie constant descendent\u0103 din 2009 \u00eencoace. Aici, pre\u0163urile au pornit de la un nivel mediu de circa 1.160 de euro pe metru p\u0103trat util \u00een 2009, au ajuns la 1.040 de euro \ufeff\ufeffpe metru p\u0103trat \u00een 2011, apoi la\u00a0995 de euro pe metru p\u0103trat \u00een 2012 \u015fi la 975 de euro pe metru p\u0103trat \u00een primele luni din 2013. Astfel, \u201eapetitul\u201d rom\u00e2nilor pentru achizi\u0163ia de locuin\u0163e prin Prima Cas\u0103 a avut sui\u015furi \u015fi cobor\u00e2\u015furi \u00een ultimii mai bine de patru ani. Potrivit datelor transmise <strong><a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/\">www.imobiliare.ro<\/a><\/strong> de c\u0103tre FNGCIMM, pe parcursul a \u015fapte luni din anul 2009, beneficiarii acestui program au contractat 12.000 de \u00eemprumuturi garantate de c\u0103tre stat. \u00cen 2010, num\u0103rul creditelor aprobate a fost aproape dublu, respectiv circa 23.000. Potrivit datelor transmise de FNGCIMM, anul trecut a fost aprobat un volum-record de garan\u0163ii, respectiv 27.000 de credite, \u00een valoare de 1,01 miliarde de euro. \u00cen contextul discu\u0163iilor despre transformarea programului \u00een \u201eNoua Cas\u0103\u201d, \u00een 2013 cererea s-a men\u0163inut la un nivel ridicat, astfel \u00eenc\u00e2t la nivel na\u0163ional au mai fost aprobate \u00eenc\u0103 6.000 de solicit\u0103ri. \u00cen condi\u0163iile \u00een care, \u00een prezent, volumul garan\u0163iilor acordate prin Prima Cas\u0103 se ridic\u0103 la 3,39 miliarde de euro, b\u0103ncile mai au la dispozi\u0163ie pentru restul lui 2013 circa 572 milioane de euro. Aceast\u0103 sum\u0103 ar putea fi suficient\u0103 p\u00e2n\u0103 la finalul anului, dac\u0103 cererea s-ar men\u0163ine la un nivel sc\u0103zut, similar celui din 2011; \u00een cazul \u00een care ritmul credit\u0103rii va fi mai alert \u00eens\u0103, plafonul\u00a0r\u0103mas pentru acest an are toate \u015fansele s\u0103 se dovedeasc\u0103 insuficient.<\/p>\n<p><strong>Ce poate \u0163ine pre\u0163urile \u00een fr\u00e2u?<\/strong><br \/>\nAvansul puternic al cererii de locuin\u0163e ieftine\u00a0&#8211; ce nu a fost dublat\u0103 de o majorare corespunz\u0103toare a ofertei &#8211; a reprezentat, probabil, principala cauz\u0103 a\u00a0cre\u015fterii pre\u0163urilor de tranzac\u0163ionare pe acest segment. Faptul c\u0103 zona Bucure\u015fti-Ilfov face excep\u0163ie de la regul\u0103 poate fi explicat prin tendin\u0163a mult mai accentuat\u0103 a dezvoltatorilor de aici\u00a0de a construi ansambluri de locuin\u0163e noi la pre\u0163uri accesibile, pliabile pe cerin\u0163ele programului guvernamental. Potrivit estim\u0103rilor companiilor de construc\u0163ii \u015fi agen\u0163iilor active \u00een aceast\u0103 zon\u0103, doar \u00een sudul Capitalei (Berceni-Pope\u015fti Leordeni) volumul livr\u0103rilor pe segmentul reziden\u0163ial ar putea ajunge la circa 5.000 de unit\u0103\u0163i \u00een 2012 \u015fi 2013.<\/p>\n<div class=\"entry-content-inline-styles\"><strong>Ce vor cump\u0103r\u0103torii:<\/strong><br \/>\nDin totalul locuin\u0163elor achizi\u0163ionate prin Prima Cas\u0103, 51% au fost apartamente cu dou\u0103 camere, urmate, \u00een propor\u0163ie de 28%, de cele cu trei camere, apoi de garsoniere (12%) \u015fi locuin\u0163e cu mai mult de trei camere (9%). De la momentul demar\u0103rii programului p\u00e2n\u0103 \u00een prezent, se observ\u0103 o cre\u015ftere a ponderii de\u0163inute de unit\u0103\u0163ile locative tricamerale, de la 23% \u00een 2009, la 31% \u00een 2012 \u015fi 32% \u00een 2013.<br \/>\n\u00cencep\u00e2nd din 2012 a putut fi observat\u0103 \u015fi o\u00a0intensificare a interesului pentru locuin\u0163ele noi, construite dup\u0103 2008. Astfel, ponderea acestui tip de propriet\u0103\u0163i \u00een totalul tranzac\u0163iilor a crescut de la 27% \u00een 2011 la 31% \u00een 2012. Acest trend s-a\u00a0accentuat \u00een primele trei luni ale acestui an, \u00een condi\u0163iile \u00een care 34% din achizi\u0163iile prin Prima Cas\u0103 au vizat unit\u0103\u0163i locative noi. Cele mai multe astfel de locuin\u0163e au fost cump\u0103rate, din 2009 \u00eencoace, \u00een nord-vestul \u0163\u0103rii (40% din totalul tranzac\u0163iilor la nivel de regiune). Pe locul al doilea \u00een clasament se situeaz\u0103 zona Bucure\u015fti-Ilfov, cu o pondere de 37%.
