Institu\u021biile financiare sunt de acord s\u0103 existe legea, dar nu \u0219i s\u0103 fie aplicat\u0103 retroactiv, explic\u0103 Andreea Com\u0219a, managing director al companiei imobiliare bucure\u0219tene Premier Estate Management. Problema lor nu sunt cazurile sociale (de oameni care, din motive obiective, nu-\u0219i mai pot pl\u0103ti rata la o cas\u0103 \u201enormal\u0103\u201d), ci posibilitatea ca persoane care au f\u0103cut \u00eemprumuturi de sute de mii de euro \u0219i care au multiple propriet\u0103\u021bi s\u0103 vin\u0103 cu ideea de a sp\u0103la pe m\u00e2ini de aceste credite, dup\u0103 devalorizarea bunurilor imobiliare. Oamenii obi\u0219nui\u021bi, care au f\u0103cut un efort pentru a-\u0219i lua o cas\u0103 \u0219i au pl\u0103tit p\u00e2n\u0103 acum la ea, de obicei nu renun\u021b\u0103 a\u0219a u\u0219or. Pentru moment poate doar simbolic\u0103, importan\u021ba acestei decizii este una ce nu poate fi trecut\u0103 cu vederea, desigur. Asta pentru c\u0103, \u00een momentul de fa\u021b\u0103, pia\u021ba autohton\u0103 a tranzac\u021biilor cu locuin\u021be este sus\u021binut\u0103 \u00een propor\u021bie cov\u00e2r\u0219itoare de creditele ipotecare \u00een general \u0219i, \u00een special, de cele co-garantate de c\u0103tre stat. <\/p>\n<p>Potrivit unei analize realizate recent de agen\u021bia imobiliar\u0103 Premier Imobiliare, cu activitate \u00een zona de sud a Capitalei, mai mult de jum\u0103tate dintre 1.270 de cump\u0103r\u0103tori chestiona\u021bi (57%) au apelat la programul Prima Cas\u0103, \u00een vreme ce 34% au ales un alt tip de credit ipotecar \u0219i doar 9% \u0219i-au permis s\u0103 pl\u0103teasc\u0103 \u00een numerar. \u201eSpre surprinderea noastr\u0103, \u00een timpul \u00een care programul a fost blocat (au existat dou\u0103 astfel de momente \u00een 2015), mul\u021bi cump\u0103r\u0103tori au fost m\u00e2na\u021bi de nevoi \u0219i dorin\u021be spre creditele ipotecare. Avansul de 15%, comparativ cu cel de 5% de la Prima Cas\u0103, nu a constituit o piedic\u0103\u201d, explic\u0103 reprezentan\u021bii Premier Imobiliare.<\/p>\n<p><strong>Avans de la 30% \u00een sus la credite?<\/strong><br \/>\nDac\u0103 un avans de 15% nu a fost o problem\u0103 pentru (unii dintre) cump\u0103r\u0103tori, este greu de crezut c\u0103 acela\u0219i lucru va putea fi spus \u0219i \u00een condi\u021biile dubl\u0103rii sau tripl\u0103rii acestei sume. Potrivit lui Eduard Uzunov, efectul de cre\u0219tere a avansurilor solicitate de c\u0103tre b\u0103nci nu va putea dec\u00e2t s\u0103 influen\u021beze negativ poten\u021bialul cump\u0103r\u0103tor \u0219i, implicit, \u00eentreaga pia\u021b\u0103 reziden\u021bial\u0103. Dac\u0103, \u00een loc de 5% din suma total\u0103 \u2013 s\u0103 zicem de 3.000 de euro pentru o cas\u0103 de 60.000 de euro \u2013, o persoan\u0103 va trebui s\u0103 vin\u0103 de acas\u0103 cu 30% (adic\u0103 18.000 de euro), este evident c\u0103 puterea de cump\u0103rare a popula\u021biei va sc\u0103dea \u2013 \u0219i, odat\u0103 cu ea, \u0219i v\u00e2nz\u0103rile din imobiliare. <\/p>\n<blockquote><p>\u201ePromulgarea legii d\u0103rii \u00een plat\u0103, a\u0219a cum a fost prezentat\u0103 de c\u0103tre ini\u021biatorul proiectului de lege, trebuie analizat\u0103 nu doar prin prisma unor beneficii ipotetice pe care le-ar putea aduce pentru consumatori, dar mai ales prin prisma implica\u021biilor negative directe, care se vor produce \u00een viitor, pentru persoanele care ar putea fi interesate de achizi\u021bia unei locuin\u021be \u0219i pentru care va deveni aproape imposibil\u0103 aceast\u0103 achizi\u021bie, \u00een condi\u021biile \u00een care ar fi necesar\u0103 plata unui avans de 35%-40% din valoarea noii locuin\u021be, a\u0219a cum o serie de b\u0103nci au anun\u021bat.\u201d<\/p>\n<p><em><strong>Asocia\u021bia Dezvoltatorilor Imobiliari din Rom\u00e2nia \u2013 URBANIS (ADIRU)<\/strong><\/em><\/p><\/blockquote>\n<p>\u00cen opinia Andreei Com\u0219a, managing director al companiei bucure\u0219tene Premier Estate Management, dac\u0103 legea va fi adoptat\u0103 f\u0103r\u0103 a se ajunge la un consens cu b\u0103ncile, reac\u021biile acestora vor dezechilibra cu siguran\u021b\u0103 pia\u021ba \u2013 iar ceea ce va conta foarte mult, la fel ca \u00een criza din 2009, va fi factorul subiectiv, adic\u0103 atmosfera de ne\u00eencredere, care \u00eei va face \u0219i pe cei care \u00ee\u0219i permit s\u0103 achizi\u021bioneze o locuin\u021b\u0103 s\u0103 intre \u00een a\u0219teptare. \u201eAr fi p\u0103cat de aceast\u0103 pia\u021b\u0103 dinamic\u0103, s\u0103 mai pierdem un an\u201d, conchide ea.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Unele b\u0103nci au luat decizii de \u00een\u0103sprire a condi\u021biilor de creditare.
