Asta ar \u00eensemna c\u0103, pentru plata unei rate lunare \u00een valoare de 300 de euro, un cump\u0103r\u0103tor ar trebui s\u0103 aib\u0103 un venit familial de doar 461 de euro pe lun\u0103 (circa 1.900 RON). Asta ar da multe motive de bucurie tinerilor care aspir\u0103 la o locuin\u0163\u0103 proprie. Exist\u0103 \u00eens\u0103 \u015fi reversul medaliei. C\u00e2t de realist poate fi un asemenea raport \u00eentre rata la cas\u0103 \u015fi veniturile totale ale unui cump\u0103r\u0103tor? \u201eMie nu mi se pare fezabil. Rata la cas\u0103 nu ar trebui s\u0103 dep\u0103\u015feasc\u0103 un sfert din venituri. A\u015fa cred c\u0103 este ra\u0163ional \u015fi a\u015fa se \u00eent\u00e2mpl\u0103 \u00een general \u00een statele europene\u201d, subliniaz\u0103 Voinea. Potrivit noii scheme de calcul, pentru plata unei rate lunare la cas\u0103 \u00een valoare de 300 de euro, o familie ar trebui s\u0103 aib\u0103 un venit de 1.200 de euro (circa 4.970 RON).<\/p>\n<p><strong>Pe urmele Statelor Unite <\/strong><br \/>\nLiviu Voinea recunoa\u015fte c\u0103 o asemenea condi\u0163ie este greu de \u00eendeplinit \u00een r\u00e2ndul rom\u00e2nilor care \u00ee\u015fi doresc o locuin\u0163\u0103. \u201eDe asta programul Prima Cas\u0103 este unul ineficient, dup\u0103 p\u0103rerea mea: este un fel de replicare a creditelor sub-standard din Statele Unite. \u00cencearc\u0103 s\u0103 dea credite \u00een mase unei popula\u0163ii care, \u00een principiu, nu se calific\u0103 pentru credite\u201d, subliniaz\u0103 directorul GEA. La modul teoretic, aceasta reprezint\u0103 o m\u0103sur\u0103 de \u00een\u0163eles, o politic\u0103 social\u0103 adoptat\u0103 de c\u0103tre stat. \u201e\u00cen practic\u0103 \u00eens\u0103, toat\u0103 acea popula\u0163ie, care, \u00een marea ei parte, nu-\u015fi poate permite un credit, va face eforturi foarte mari ca s\u0103 se \u00eencadreze, pe termen mediu \u015fi lung, \u00een aceste rate\u201d, spune Voinea. Ridicarea for\u0163at\u0103 a unei categorii de popula\u0163ie, dep\u0103\u015firea limitelor sale financiare, duce la riscuri serioase pentru popula\u0163ie, mai ales dac\u0103 economia ar continua s\u0103 se situeze \u00eentr-o zon\u0103 gri, iar salariile ar stagna sau chiar ar sc\u0103dea.<\/p>\n<p><strong>\u201eNe-am \u00eentins mai mult dec\u00e2t ne-a fost plapuma\u201d<\/strong><br \/>\nFenomenul miilor de rom\u00e2ni care se dau peste cap s\u0103-\u015fi cumpere o cas\u0103 f\u0103r\u0103 a c\u00e2nt\u0103ri dac\u0103 \u015fi-o pot permite sau nu este doar o buc\u0103\u0163ic\u0103 dintr-un puzzle economic mai amplu. Liviu Voinea este de p\u0103rere c\u0103, per ansamblu, criza economic\u0103 pe care o traverseaz\u0103 \u0163ara noastr\u0103 este una de supraconsum. \u201eUn supraconsum raportat nu neap\u0103rat la celelalte \u0163\u0103ri europene, care poate consum\u0103 mai mult, ci la propriile noastre capacit\u0103\u0163i de finan\u0163are. Ne-am \u00eentins mai mult dec\u00e2t ne-a fost plapuma\u201d, explic\u0103 el. Momentul zero al boom-ului a fost anul 2003, c\u00e2nd  a avut loc o cre\u015ftere a creditului neguvernamental (acordat popula\u0163iei \u015fi firmelor private) de 200%. Apoi, \u00een fiecare an, creditul neguvernamental a crescut cu rate de 50-70%. \u00cen mai bine de \u015fase ani, ponderea creditului neguvernamental \u00een PIB a crescut de la 10% (la sf\u00e2r\u015fitul lui 2001) la 40% (\u00een 2008) &#8211; asta \u00een condi\u0163iile \u00een care \u015fi PIB a crescut exponen\u0163ial \u00een tot acest timp. \u201eA\u015fa ceva este evident o sfor\u0163are, o exagerare, care a tras dup\u0103 sine \u015fi pre\u0163ul multor active, inclusiv al celor imobiliare\u201d, spune reprezentantul GEA. \u00cen perioada 2003-2005, salariile oamenilor au crescut peste productivitate, \u00eentr-un ritm artificial &#8211; pentru c\u0103 o cre\u015ftere anual\u0103 de 20%-30% nu poate fi sus\u0163inut\u0103 pe termen lung. Lumea a crezut totu\u015fi c\u0103 acest lucru este posibil, a\u015fa c\u0103 \u015fi-a supraestimat propria capacitate de \u00eendatorare. La r\u00e2ndul lor, b\u0103ncile au fost doritoare s\u0103 acorde credite, av\u00e2nd foarte mul\u0163i bani din economiile str\u0103inilor, pe care i-au \u00eemprumutat la dob\u00e2nzi foarte mari, explic\u0103 Voinea.<\/p>\n<p><strong>Cum au crescut economiile rom\u00e2nilor \u00een plin\u0103 criz<\/strong>\u0103<br \/>\n\u00cen tot acest timp, rom\u00e2nii au avut un comportament colectiv ira\u0163ional, specific unei economii supra\u00eenc\u0103lzite, a\u015fa cum este o descrie economistul american George Akerlof: o economie \u00een care oamenii consum\u0103 pentru c\u0103 v\u0103d c\u0103 \u015fi al\u0163ii consum\u0103, f\u0103r\u0103 s\u0103 se g\u00e2ndeasc\u0103 dac\u0103 \u00ee\u015fi pot permite ceea ce consum\u0103, pentru c\u0103 nimeni nu se g\u00e2nde\u015fte la asta. Acum, rom\u00e2nii au trecut la extrema cealalt\u0103, manifest\u00e2nd o pruden\u0163\u0103 excesiv\u0103 c\u00e2nd vine vorba de a-\u015fi cheltui banii. \u201eEste vorba de un alt comportament ira\u0163ional: atunci c\u00e2nd ai bani, consumi, iar c\u00e2nd nu ai bani, economise\u015fti. Este paradoxal\u201d, este de p\u0103rere Liviu Voinea. Rezultatul acestui paradox se vede c\u00e2t se poate de clar: rata de economisire, care era de 13% \u00een 2007-2008, a ajuns acum la 20%. \u201eLumea economise\u015fte \u00een plin\u0103 criz\u0103 \u015fi la dob\u00e2nzi mai mici dec\u00e2t \u00eenainte\u201d, observ\u0103 reprezentantul GEA.<\/p>\n<p><strong>Ce trebuie s\u0103 se \u00eent\u00e2mple p\u00e2n\u0103 s\u0103-\u0163i iei o cas\u0103<\/strong><br \/>\n\u00cen acest context, Voinea precizeaz\u0103 c\u0103, \u00een principiu, este fals\u0103 ideea potrivit c\u0103reia nu se reia creditarea din cauza dob\u00e2nzilor prea ridicate. Asta pentru c\u0103, \u00een anii trecu\u0163i, popula\u0163ia s-a \u00eemprumutat mult mai mult la dob\u00e2nzi mult mai mari. \u201eEste vorba de un sentiment de ne\u00eencredere \u00een pia\u0163\u0103, de o alt\u0103 viziune asupra propriei capacit\u0103\u0163i de \u00eendatorare\u201d, subliniaz\u0103 acesta. Pentru ca rom\u00e2nii din clasa medie s\u0103-\u015fi poat\u0103 achizi\u0163iona o locuin\u0163\u0103 \u00een condi\u0163ii de securitate economic\u0103 \u00een perioada urm\u0103toare, ar trebui \u00eendeplinite o serie de condi\u0163ii. Prima dintre acestea ar fi relansarea economiei, care s\u0103 \u00eenregistreze cre\u015fteri de 3-4% pe an. A doua ar fi ca salariile s\u0103 revin\u0103 pe o pant\u0103 ascendent\u0103, iar dob\u00e2nzile s\u0103 scad\u0103 fa\u0163\u0103 de nivelul actual. O ultim\u0103 condi\u0163ie ar fi evitarea unei alte explozii \u00een real estate.<\/p>\n<p>Ce se va \u00eent\u00e2mpla \u00eens\u0103 dac\u0103, odat\u0103 cu relansarea economiei, \u015fi pia\u0163a imobiliar\u0103 o va lua din nou la trap? \u201eNu cred\u201d, spune Voinea.
