Este a\u015fadar important pentru clien\u0163i sa \u00een\u0163eleag\u0103 \u015fi s\u0103 evalueze corect impactul costului cu comisioanele asupra costului total al creditelor\/ finan\u0163\u0103rilor accesate, respectiv al depozitelor constituite \u015fi tranzac\u0163iilor efectuate.<br \/>\nExist\u0103 mai multe tipuri de comisioane utilizate de institu\u0163iile financiare; unele comisioane, de\u015fi se refer\u0103 la aceea\u015fi activitate, poart\u0103 denumiri diferite la institu\u0163ii financiare diferite; alte tipuri de comisioane sunt utilizate numai de un num\u0103r redus de institu\u0163ii financiare.<\/p>\n<h3>Cele mai cunoscute denumiri ale tipurilor de comisioane folosite \u015fi gradul lor de utilizare:<\/h3>\n<ul>\n<li><strong>Comisionul de acordare &#8211;<\/strong> este \u00eencasat de institu\u0163iile financiare dup\u0103 aprobarea cererii de finan\u0163are, o singur\u0103 dat\u0103. De obicei, este exprimat ca procent din valoarea aprobat\u0103 a finan\u0163\u0103rii, dar poate fi exprimat \u015fi ca suma fix\u0103. Este utilizat adesea ca instrument de diferen\u0163iere \u015fi marketing de c\u0103tre institu\u0163iile financiare (prin \u2018reducerea\u2019 dob\u00e2nzii aplicate \u015fi majorarea acestui comision, se poate ajunge la acela\u015fi profit pe finan\u0163are pentru institu\u0163ia financiar\u0103), dar este \u015fi unul dintre comisioanele care asigur\u0103 profitabilitatea b\u0103ncii.\u00a0\u00cen consecin\u0163\u0103, \u00een func\u0163ie de politica de pre\u0163 a finan\u0163atorului, acest comision poate reprezenta \u00eentre 0% \u015fi 10% din valoarea creditului, major\u00e2nd astfel semnificativ costul finan\u0163\u0103rii pentru client.<\/li>\n<li><strong>Comisionul de administrare<\/strong> &#8211;\u00a0este \u00eencasat de institu\u0163iile financiare la intervale regulate (lunar, trimestrial sau anual, dupa caz), pe toat\u0103 durata finan\u0163\u0103rii \u015fi este calculat ca procent la soldul finan\u0163\u0103rii din momentul \u00eencas\u0103rii comisionului.\u00a0Acoper\u0103 cheltuielile ocazionate de monitorizarea finan\u0163\u0103rii (analist de credite, ofi\u0163er de administrare credite, departament de monitorizare, evaluatori, sisteme informatice de administrare \u015fi monitorizare a finan\u0163\u0103rii, etc), urm\u0103rirea tragerilor din finan\u0163are (dac\u0103 este cazul) \u015fi alte cheltuieli opera\u0163ionale ale institu\u0163iei finan\u0163atoare.<\/li>\n<li><strong>Comisionul de \u00eentarziere plat\u0103 &#8211; <\/strong>este un comision fix, utilizat atunci c\u00e2nd clientul \u00eent\u00e2rzie plata unor obliga\u0163ii fa\u0163\u0103 de institu\u0163iile financiare.\u00a0\u00cen general, atunci c\u00e2nd se refer\u0103 la \u00eent\u00e2rzierea pl\u0103\u0163ii unei obliga\u0163ii la un credit\/ finan\u0163are, este utilizat\u0103 dob\u00e2nda penalizatoare, calculat\u0103 ca procent din suma restant\u0103 la plat\u0103. \u00cen acest caz, comisionul fix poate fi perceput \u00een plus fa\u0163\u0103 de dob\u00e2nda penalizatoare, ridic\u00e2nd astfel cu mult costul \u00eent\u00e2rzierii la plata pentru client.<\/li>\n<li><strong>Comisionul de modificare a parametrilor unei finan\u0163\u0103ri<\/strong> &#8211;\u00a0este impus de majoritatea institu\u0163iilor financiare atunci c\u00e2nd se modific\u0103 anumi\u0163i parametri ai unei finan\u0163\u0103ri (maturitate, dob\u00e2nd\u0103, e\u015falonarea pl\u0103\u0163ilor, garan\u0163ii, etc). Comisionul poate avea o parte fix\u0103 \u015fi una variabil\u0103 (procent din valoarea finan\u0163\u0103rii).\u00a0Modificarea parametrilor unei finan\u0163\u0103ri implic\u0103 pentru institu\u0163ia financiar\u0103, practic, o nou\u0103 analiz\u0103 a dosarului de finan\u0163are, gener\u00e2nd asadar costuri de analiz\u0103, de risc (modificarea parametrilor finan\u0163\u0103rii poate rezulta \u00een schimbarea \u00eencadrarii companiei\/ finan\u0163\u0103rii din punct de vedere al riscului) \u015fi costuri opera\u0163ionale. Aceste costuri sunt acoperite de comisionul de modificare a parametrilor finan\u0163\u0103rii.<\/li>\n<li><strong>Comisionul de retragere numerar &#8211; <\/strong>este aplicat de majoritatea b\u0103ncilor la retragerea de numerar de c\u0103tre clien\u0163i. De\u015fi cuantumul comisionului este diferit, el se aplic\u0103 \u00een mod similar at\u00e2t la retragerile de la casierie, c\u00e2t \u015fi la retragerile de la ATM. Unele b\u0103nci practic\u0103 un comision fix plus unul variabil (exprimat ca procent din suma retras\u0103).\u00a0Dac\u0103 retrage\u0163i numerar de la un ATM al altei b\u0103nci dec\u00e2t cea la care ave\u0163i cardul utilizat la retragere, de obicei ve\u0163i pl\u0103ti un comision mai ridicat de retragere numerar. Conceptual, necesitatea comisionului de retragere numerar st\u0103 \u00een faptul ca banca, pentru a onora aceste cereri de numerar, trebuie s\u0103 p\u0103streze \u00een fiecare moment \u00een casierie o anumit\u0103 sum\u0103 de bani; aceasta sum\u0103 nu poate fi valorificat\u0103 prin depozite pe pia\u0163a interbancar\u0103 sau depunerea la BNR (pentru care banca ar primi o dob\u00e2nd\u0103).\u00a0A\u015fadar, acest cost este \u2018recuperat\u2019 de la clien\u0163i prin impunerea unui comision de retragere de numerar. De altfel, dac\u0103 dori\u0163i s\u0103 retrage\u0163i de la casieria b\u0103ncii o sum\u0103 mai important\u0103 de bani (valoarea exact\u0103 pentru fiecare banc\u0103 \u00een parte poate fi aflat\u0103 de la orice sucursal\u0103 a acesteia), trebuie s\u0103 anun\u0163a\u0163i banca cu o zi \u00eenainte (s\u0103 v\u0103 \u2018programa\u0163i\u2019 pentru retragerea de numerar) pentru ca sucursala s\u0103 fac\u0103 o alimentare corespunzatoare de numerar \u00een valuta respectiv\u0103. \u00cen caz contrar, comisionul de retragere perceput de banc\u0103 este mai ridicat.\u00a0<\/li>\n<li><strong>Comisionul de rezerva minima obligatorie <\/strong>&#8211; este un comision intalnit in putine cazuri in practica financiara. Dupa cum este cunoscut, bancile au obligatia de a constitui la Banca Nationala o rezerva minima obligatorie, ca procent din depozitele si finantarile obtinute de la clienti, de pe piata interbancara sau de la actionari (conform unor norme emise de BNR).\u00a0A\u015fadar, b\u0103ncile au un \u201ccost financiar\u201d al finan\u0163\u0103rii lor. Acest cost afecteaz\u0103 marja de profit a b\u0103ncii, deoarece reduce marja neta dintre dobanda activa (la credite) \u015fi cea pasiv\u0103 (la depozite). Totu\u015fi, \u00een practic\u0103 b\u0103ncile \u00ee\u015fi adapteaz\u0103 dob\u00e2nzile active astfel \u00eenc\u00e2t s\u0103 includ\u0103 \u015fi costul pe care il au prin men\u0163inerea rezervei minime \u015fi nu eviden\u0163iaz\u0103 separat acest cost. Atunci c\u00e2nd este \u00eent\u00e2lnit, acest comision este exprimat ca procent din soldul finan\u0163\u0103rii.<\/li>\n<li><strong>Comisionul de risc<\/strong> &#8211; este un comision mai pu\u0163in \u00eent\u00e2lnit \u00een practica financiar\u0103. A\u015fa cum \u00eei spune \u015fi numele, are rolul de a acoperi prima de risc asociat\u0103 finan\u0163\u0103rii unui anumit client, de c\u0103tre institu\u0163ia financiar\u0103. Valoarea acestui comision variaz\u0103 \u00een func\u0163ie de ratingul clientului \u015fi este exprimat\u0103 procentual din valoarea aprobat\u0103 a finan\u0163\u0103rii sau din soldul finan\u0163\u0103rii la momentul \u00eencas\u0103rii.\u00a0Este \u00eencasat de obicei odat\u0103 cu dobanda asociat\u0103 finan\u0163\u0103rii (lunar, trimestrial sau anual).
