{"id":57455,"date":"2020-02-10T11:38:33","date_gmt":"2020-02-10T09:38:33","guid":{"rendered":"https:\/\/www.imobiliare.ro\/imoexpert\/?p=57455"},"modified":"2020-02-10T11:38:33","modified_gmt":"2020-02-10T09:38:33","slug":"p-atentionare-din-partea-adiru-cresteri-de-preturi-pe-piata-imobiliara","status":"publish","type":"post","link":"https:\/\/www.imobiliare.ro\/imoexpert\/p-atentionare-din-partea-adiru-cresteri-de-preturi-pe-piata-imobiliara_db\/","title":{"rendered":"(P) Aten\u021bionare din partea ADIRU: cre\u0219teri de pre\u021buri pe pia\u021ba imobiliar\u0103"},"content":{"rendered":"<p><a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2020\/02\/atentionare-din-partea-ADIRU-cresteri-de-preturi-pe-piata-imobiliara.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2020\/02\/atentionare-din-partea-ADIRU-cresteri-de-preturi-pe-piata-imobiliara.jpg\" alt=\"\" width=\"800\" height=\"533\" class=\"aligncenter size-full wp-image-57456\" srcset=\"https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2020\/02\/atentionare-din-partea-ADIRU-cresteri-de-preturi-pe-piata-imobiliara.jpg 800w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2020\/02\/atentionare-din-partea-ADIRU-cresteri-de-preturi-pe-piata-imobiliara-300x200.jpg 300w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2020\/02\/atentionare-din-partea-ADIRU-cresteri-de-preturi-pe-piata-imobiliara-768x512.jpg 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/a><\/p>\n<h2>Asocia\u021bia  Dezvoltatorilor Imobiliari din Rom\u00e2nia \u2013 URBANIS (ADIRU) semnaleaz\u0103 o serie de condi\u021bii propice pentru cre\u0219terea pre\u021burilor de pe pia\u021ba reziden\u021bial\u0103.<\/h2>\n<p><strong>Context actual:<\/strong><br \/>\n    \u2022 La \u00eenceputul acestui an a fost adoptat\u0103 Legea 7\/2020 pentru modificarea \u0219i completarea Legii nr. 10\/1995 privind calitatea \u00een construc\u021bii \u0219i pentru modificarea \u0219i completarea Legii nr. 50\/1991 privind autorizarea execut\u0103rii lucr\u0103rilor de construc\u021bii, cu aplicabilitate din 07.02.2020, prin care s-au introdus noi obliga\u021bii \u00een sarcina dezvoltatorilor imobiliari, \u00een privinta modului de recep\u021bie \u0219i predare a cl\u0103dirilor noi, opera\u021biuni condi\u021bionate de \u00eendeplinirea unor cerin\u021be precum existen\u021ba unor bran\u0219amente definitive la re\u021belele de utilit\u0103\u021bi publice. <\/p>\n<p>    \u2022 La finalul anului 2020, mai exact din data de 31 decembrie 2020, vor intra \u00een vigoare prevederile Directivei nr. 2010\/31\/UE privind performan\u021ba energetic\u0103 a cl\u0103dirilor (EPBD recast) prin care va trebui ca toate cl\u0103dirile noi s\u0103 aib\u0103 un consum de energie aproape egal cu zero.  <\/p>\n<p>    \u2022 Programul Prima Cas\u0103 a intrat \u00een vizorul Guvernului Rom\u00e2niei \u0219i exist\u0103 riscul sist\u0103rii acestuia \u00eenainte de termenul stabilit, \u0219i anume anul 2021.<\/p>\n<p>    \u2022 Cre\u0219terea salariului minim a dus la o cre\u0219tere de 25-30% a costului for\u021bei de munc\u0103, iar m\u00e2na de lucru calificat\u0103 autohton\u0103 a devenit o raritate, dezvoltatorii imobiliari \u0219i firmele din domeniul construc\u021biilor fiind nevoite s\u0103 apeleze la muncitori str\u0103ini. <\/p>\n<p>    \u2022 Pre\u021burile materialelor de construc\u021bie s-au majorat cu peste 30%. \u00cen anul 2019 am v\u0103zut o cre\u0219tere dramatic\u0103 a pre\u021burilor pentru materialele de construc\u021bie de baz\u0103, precum cimentul, fierul-beton sau chiar tabla. Toate acestea au un pre\u021b cu peste 30% mai mare. Major\u0103ri similare se anun\u021b\u0103 pentru toate tipurile de materiale, de la finisaje, la instala\u021bii. Finisajele au \u00eenregistrat major\u0103ri de pre\u021buri de aproximativ 20%, iar instala\u021biile \u0219i celelalte tipuri de materiale au avut un cost crescut cu 15-20%.<\/p>\n<p>    \u2022 Rata anual\u0103 a infla\u0163iei, care m\u0103soar\u0103 evolu\u0163ia pre\u0163urilor de consum, este una dintre cele mai ridicate din Uniunea European\u0103, fiind de aproximativ patru ori mai mare dec\u00e2t media infla\u021biei la nivel european, potrivit datelor publicate de Institutul Na\u0163ional de Statistic\u0103 (INS).<\/p>\n<p>    \u2022 Volatilitatea cursului leu-euro. Anali\u015ftii financiari cred c\u0103 volatilitatea leului va continua \u015fi chiar va fi dublat\u0103 \u015fi de o cre\u015ftere a dob\u00e2nzilor. Se estimeaz\u0103 o cre\u0219tere a cursului euro p\u00e2n\u0103 la aproximativ cinci lei pentru finalul anului 2020. <\/p>\n<p>    \u2022 Instabilitatea politic\u0103 \u0219i legislativ\u0103 se reflect\u0103, din punct de vedere economic, \u00een cre\u0219terea ratei infla\u021biei, \u00een rata de schimb euro\/leu, \u00een investi\u021biile publice, \u00een sc\u0103derea investi\u021biilor str\u0103ine. \u00cen pia\u021ba imobiliar\u0103 efectul este de multe ori acela de am\u00e2nare a realiz\u0103rii unor investi\u021bii de dezvoltare imobiliar\u0103 sau de cump\u0103rare a unei locuin\u021be.<\/p>\n<p><strong>Recomand\u0103ri pentru clien\u021bii cump\u0103r\u0103tori:<\/strong><br \/>\n    \u2022 S\u0103 aib\u0103 \u00een vedere faptul c\u0103 pre\u021burile locuin\u021belor noi pot cre\u0219te, \u00een raport cu cele actuale, cu o marj\u0103 cuprins\u0103 \u00eentre 10% \u0219i 20% p\u00e2n\u0103 la finalul anului 2020, deoarece:<\/p>\n<p>    a) Costurile for\u021bei de munc\u0103 \u00een construc\u021bii \u0219i ale materialelor de construc\u021bii au crescut exploziv \u00een ultima perioad\u0103, iar noile proiecte imobiliare anun\u021bate vor avea \u00een vedere aceast\u0103 majorare, care se va reg\u0103si \u00een pre\u021burile finale, de achizi\u021bie.<\/p>\n<p>    b) Noua lege privind modul de recep\u021bie \u0219i predare a cl\u0103dirilor noi va conduce la \u00eent\u00e2rzieri \u0219i costuri suplimentare pentru dezvoltatorii imobiliari \u0219i, implicit, pentru clien\u021bi, f\u0103r\u0103 a rezolva problema de fond, \u0219i anume faptul c\u0103, \u00een majoritatea cazurilor, \u00eent\u00e2rzierile \u00een livrarea locuin\u021belor noi sunt generate de c\u0103tre furnizorii de utilit\u0103\u021bi \u0219i nu de c\u0103tre constructori. O cre\u0219tere a birocra\u021biei \u00eenseamn\u0103, \u00een general, costuri \u0219i \u00eent\u00e2rzieri suplimentare.<\/p>\n<p>    c) Aplicarea Directivei nr. 2010\/31\/UE privind performan\u021ba energetic\u0103 a cl\u0103dirilor va conduce la o cre\u0219tere substan\u021bial\u0103 a costului de edificare a cl\u0103dirilor noi, pe toate palierele pie\u021bei imobiliare, dar cu prec\u0103dere pe segmentul mediu al pie\u021bei imobiliare, fiind de a\u0219teptat major\u0103ri de pre\u021buri pe m\u0103sur\u0103, ca urmare a acestor modific\u0103ri.<\/p>\n<p>    d) Instabilitatea politic\u0103, legislativ\u0103 \u0219i volatilitatea cursului leu-euro vor conduce la o cre\u0219tere a riscului pentru investitori \u0219i, implicit, la o majorare a pre\u021burilor din pia\u021ba imobiliar\u0103.<\/p>\n<p>    e) Av\u00e2nd \u00een vedere c\u0103 cele dou\u0103 segmente ale pie\u021bei imobiliare, pia\u021ba locuin\u021belor noi \u0219i pia\u021ba locuin\u021belor vechi, sunt str\u00e2ns corelate, este de a\u0219teptat ca pre\u021burile s\u0103 creasc\u0103 pe ambele segmente.<\/p>\n<p><strong>Recomand\u0103ri c\u0103tre dezvoltatorii imobiliari:<\/strong><br \/>\n    \u2022 \u00cen luarea oric\u0103ror decizii de investi\u021bii privind pia\u021ba imobiliar\u0103, trebuie s\u0103 ia \u00een considerare faptul c\u0103 proiectele imobiliare au o durat\u0103 medie de dezvoltare de doi-trei ani, iar orice m\u0103sur\u0103 legislativ\u0103 sau de mediu poate afecta costul final al produsului imobiliar.<\/p>\n<p>    \u2022 Aten\u021bie sporit\u0103 la ini\u021bierea unor noi proiecte imobiliare \u0219i la criteriile fundamentale \u00een luarea deciziei de achizi\u021bie: loca\u021bia proiectului imobiliar, calitatea produsului imobiliar destinat pie\u021bei, pre\u021burile din oferta de v\u00e2nzare.<\/p>\n<p>    \u2022 O calibrare a veniturilor \u0219i cheltuielilor pentru asigurarea cash flow-ului necesar \u00een derularea proiectelor deja ini\u021biate \u0219i o aten\u021bie sporit\u0103 la ini\u021bierea unor noi proiecte care implic\u0103 finan\u021barea bancar\u0103 a acestora.<\/p>\n<p>    \u2022 S\u0103 ia \u00een considerare situa\u021bia real\u0103 din pia\u021b\u0103 \u0219i s\u0103 nu se raporteze la a\u0219tept\u0103rile din anii anteriori. Rezultatele din trecut nu sunt o garan\u021bie pentru viitor.<\/p>\n<p><strong>Recomand\u0103ri c\u0103tre autorit\u0103\u021bile publice:<\/strong><br \/>\n    \u2022 S\u0103 adopte m\u0103suri de p\u0103strare \u0219i men\u021binere a momentumului \u0219i trendului pozitiv din pia\u021ba imobiliar\u0103 \u0219i s\u0103 adopte m\u0103suri de reducere a birocra\u021biei din domeniul imobiliar \u0219i al construc\u021biilor, \u0219i nu de cre\u0219tere a acesteia. O pia\u021b\u0103 imobiliar\u0103 stabil\u0103 \u0219i matur\u0103 este o pia\u021b\u0103 \u00een care actorii principali comunic\u0103 \u00een vederea g\u0103sirii celor mai bune solu\u021bii \u0219i \u00een care regulile sunt c\u00e2t mai clare \u0219i ar trebui adoptate cele mai simple \u0219i eficiente solu\u021bii \u00een concordan\u021b\u0103 cu situa\u021bia de fapt.<\/p>\n<p>    \u2022 \u00cen privin\u021ba programului Prima Cas\u0103, ar trebui analiza\u021bi to\u021bi factorii pozitivi, \u0219i nu doar cei negativi sau financiari. \u00cen categoria factorilor pozitivi se \u00eencadreaza \u0219i cei economici, sociali \u0219i demografici, \u0219i anume: stoparea migra\u021biei tinerilor \u00een afara \u021b\u0103rii \u0219i readucerea rom\u00e2nilor din diaspora \u00een condi\u021biile unui deficit foarte mare de for\u021b\u0103 de munc\u0103. La peste zece ani de la adoptarea programului Prima Cas\u0103 ar trebui reg\u00e2ndit\u0103 structura \u0219i rolul acestuia, prin adoptarea de m\u0103suri de eficientizare \u0219i aducere la situa\u021bia actual\u0103 din pia\u021ba imobiliar\u0103.
