Dezvoltatorilor Imobiliari din Rom\u00e2nia Urbanis (ADIRU).<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>\u00cen primul r\u00e2nd,\u00a0 \u00eel va face mai pu\u021bin atractiv pentru cump\u0103r\u0103tori, mai ales \u00een contextul actual, \u0219i mai greu de accesat de c\u0103tre tineri.<\/p>\n<p>&#8222;Acest program a fost accesat de c\u0103tre tineri sau tinerele familii, aflate la \u00eenceput de drum, care puteau s\u0103-\u0219i cumpere o locuin\u021b\u0103 nou\u0103 cu un avans sc\u0103zut de 5%, acest avans fiind unul dintre avantajele fundamentale ale programului guvernamental&#8221;, explic\u0103 cei de la ADIRU \u00eentr-un comunicat de pres\u0103.<\/p>\n<p>&#8222;Un avans de 15% pentru locuin\u021bele noi \u0219i asimilate, peste gradul stabilit, va conduce la un num\u0103r foarte limitat de persoane interesate sau, mai bine zis, de persoane care pot accesa acest program \u0219i, mai mult dec\u00e2t at\u00e2t, el nu mai este atractiv pentru cump\u0103r\u0103tori fiind similar unui credit ipotecar standard, care are condi\u021bii mai avantajoase cu privire la termenul de acordare \u0219i lipsa restric\u021biilor impuse de programul &lt;Noua Cas\u0103&gt;&#8221;, adaug\u0103 reprezentan\u021bii asocia\u021biei dezvoltatorilor. Este vorba aici despre interdic\u021bia de \u00eenstr\u0103inare a locuin\u021bei pe o perioad\u0103 de c\u00e2\u021biva ani, posibilitatea d\u0103rii \u00een plat\u0103 sau de faptul c\u0103 nu mai po\u021bi de\u021bine o alt\u0103 proprietate cu o suprafa\u021b\u0103 mai mare de 50 de mp.<\/p>\n<p>&#8222;O majorare a plafonului la &lt;Noua Cas\u0103&gt;\u00a0 p\u00e2n\u0103 la suma de 140.000 de euro, dac\u0103 nu exist\u0103 \u0219i un TVA redus de 5% \u0219i dac\u0103 se men\u021bine avansul de 15%, nu ar putea aduce beneficii reale \u00een pia\u021ba imobiliar\u0103 deoarece prin majorarea avansului creditul ipotecar devine prima op\u021biune&#8221;, au \u021binut s\u0103 sublinieze cei de la ADIRU.<\/p>\n<p>\u00cen plus, dac\u0103 interesul cump\u0103r\u0103torilor va migra spre locuin\u021bele vechi, pe care le po\u021bi achizi\u021biona \u00een continuare cu avans de 5%, nici ace\u0219tia, nici statul \u0219i nici sectorul construc\u021biilor nu se vor bucura de avantaje.<\/p>\n<p>ADIRU vine \u0219i cu propuneri pentru \u00eembun\u0103t\u0103\u021birea situa\u021biei actuale:<br \/>\n&#8211; majorarea plafonului de la valoarea de 70.000 de euro la suma de 450.000 de lei (echivalentul a circa 93.000 de euro), exclusiv TVA, c\u00e2t este \u0219i plafonul de TVA redus de 5% pentru ca legisla\u021bia social-locativ\u0103 s\u0103 fie armonizat\u0103 \u0219i aplicabil\u0103 \u00eentr-un mod facil<\/p>\n<p>&#8211; sau dac\u0103 se dore\u0219te majorarea plafonului de la Noua Cas\u0103 p\u00e2n\u0103 la 140.000 de euro, atunci s\u0103 fie avut\u0103 \u00een vedere \u0219i majorarea plafonului redus de TVA de 5% pentru achizi\u021bia de locuin\u021be noi tot p\u00e2n\u0103 la aceast\u0103 sum\u0103, dar cu men\u021binerea avansului existent de 5% pentru locuin\u021bele noi.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Principalele_modificari_aduse_de_Noua_Casa\"><\/span>Principalele modific\u0103ri aduse de Noua Cas\u0103<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Programul Noua Cas\u0103 ar putea s\u0103 devin\u0103 func\u021bional din 15 august, potrivit unui anun\u021b f\u0103cut recent de pre\u0219edintele FNGCIMM. Prin intermediul s\u0103u po\u021bi s\u0103 accesezi diverse tipuri de credite, \u00een func\u021bie de locuin\u021ba pe care vrei s\u0103 o cumperi:<\/p>\n<ul>\n<li>credit pentru achizi\u021bia unei\u00a0<strong>locuin\u021be noi de maximum 140.000 de euro<\/strong>, echivalent \u00een lei compus din finan\u021barea acordat\u0103 de institu\u021bia de credit, \u00een valoare de cel mult 119.000 de euro, echivalent \u00een lei \u0219i avansul pl\u0103tit de beneficiar.\u00a0<strong>Finan\u021barea este garantat\u0103 de stat \u00een procent de maximum 60%<\/strong>, exclusiv dob\u00e2nzile, comisioanele \u0219i spezele bancare aferente finan\u021b\u0103rii garantate,\u00a0<strong>\u0219i acoper\u0103 maximum 85% din pre\u021bul de achizi\u021bie al locuin\u021bei<\/strong>, dar nu mai mult dec\u00e2t valoarea rezultat\u0103 din raportul de evaluare.<\/li>\n<\/ul>\n<p>Aici trebuie f\u0103cut\u0103, \u00eens\u0103, o men\u021biune. \u00cen categoria locuin\u021belor noi sunt asimilate \u0219i cele supuse unor lucr\u0103ri de consolidare sau reducere a riscului seismic \u00een ultimii cinci ani.<\/p>\n<ul>\n<li><strong>creditul acordat pentru celelalte tipuri de locuin\u021be de cel mult 70.000 de euro<\/strong>, echivalent \u00een lei compus din finan\u021barea acordat\u0103 de banc\u0103, \u00een valoare de maximum 66.500 de euro, echivalent \u00een lei \u0219i avansul pl\u0103tit de beneficiar.\u00a0<strong>Finan\u021barea este garantat\u0103 de stat \u00een procent de maximum 50%<\/strong>\u00a0din valoarea creditului, \u0219i acoper\u0103 cel mult<strong>\u00a095% din pre\u021bul de achizi\u021bie<\/strong>.<\/li>\n<\/ul>\n<p>Avansul va fi diferen\u021biat, \u00een func\u021bie de tipul de locuin\u021b\u0103 pentru care opteaz\u0103 cump\u0103r\u0103torul, astfel:<\/p>\n<ul>\n<li><strong>minimum 15%<\/strong>\u00a0din pre\u021bul de achizi\u021bie pentru locuin\u021bele noi\/consolidate<\/li>\n<li><strong>minimum 5%<\/strong>\u00a0din pre\u021bul de achizi\u021bie pentru celelalte categorii de locuin\u021be.<\/li>\n<\/ul>\n<p>Despre impactul Noua Cas\u0103 la nivelul pie\u021bei imobiliare am discutat \u0219i \u00een cea mai nou\u0103 edi\u021bie <span style=\"color: #ff0000;\"><strong>imoExpert<\/strong><\/span>.
