noi.<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Dac\u0103 anul 2020 a fost unul destul de pozitiv pentru domeniul imobiliar \u0219i al construc\u021biilor, acestea fiind unele dintre domeniile care au f\u0103cut ca evolu\u021bia PIB-ului Rom\u00e2niei s\u0103 fie una dintre cele mai bune din Uniunea European\u0103 (s-a \u00eenregistrat chiar o cre\u0219tere de 0,6% la nivel na\u021bional raportat la anul 2019), credem c\u0103 anul 2021 va reprezenta o schimbare major\u0103 pentru pia\u021ba imobiliar\u0103, \u00eens\u0103 de aceast\u0103 dat\u0103 trendul ar putea s\u0103 fie negativ, dac\u0103 autorit\u0103\u021bile nu vor lua anumite m\u0103suri, trat\u00e2ndu-le cu cea mai mare seriozitate.<\/p>\n<p>Anul 2021 va fi anul provoc\u0103rilor \u0219i schimb\u0103rilor \u00een domeniul imobiliar \u0219i reziden\u021bial din Rom\u00e2nia, care va aduce, pe de-o parte, cre\u0219teri majore de costuri \u0219i preturi la toate construc\u021biile noi, dar, pe de alt\u0103 parte, \u0219i schimb\u0103ri pozitive din punctul de vedere al calit\u0103\u021bii construirii \u0219i eficien\u021bei energetice.<\/p>\n<p>Birocra\u021bia, schimbarea frecvent\u0103 a normelor legislative, lipsa de claritate \u0219i consecven\u021b\u0103 \u0219i, mai ales, interes pentru acest domeniu fundamental al economiei na\u021bionale, toate acestea constituie una dintre piedicile importante \u00een dezvoltare \u0219i exist\u0103 o foarte mare probabilitate ca interven\u021bionismul autorit\u0103\u021bilor publice \u0219i locale s\u0103 schimbe prognozele pozitive ale pie\u021bei imobiliare \u00eentr-o directie total opus\u0103.<\/p>\n<p>Factori determinan\u021bi externi, mai exact pandemia de Covid-19, au produs deja efecte majore \u00een privin\u021ba costurilor materialelor de construc\u021bii, care au explodat \u00een prima parte a acestui an, foarte multe industrii fiind afectate de pandemie (transporturi, logistic\u0103, produc\u021bie). Structura cererii din pia\u021ba imobiliar\u0103 s-a schimbat extrem de rapid: anumite segmente, cum este cel al \u00eenchirierilor de birouri sau alte spa\u021bii comerciale, inclusiv \u00eenchirierea de locuin\u021be, se afl\u0103 pe un trend descendent, f\u0103r\u0103 semne vizibile \u0219i probabile de redresare, pe c\u00e2nd cererea de locuin\u021be noi mai mari sau care s\u0103 aib\u0103 zone verzi se afl\u0103 pe un trend ascendent.<\/p>\n<p>\u00cen concluzie, anul 2021 va fi anul modific\u0103rilor fundamentale din pia\u021ba imobiliar\u0103, exist\u00e2nd trei factori determinan\u021bi care vor schimba ,,paradigma\u201d, a\u0219a cum o cuno\u0219team p\u00e2n\u0103 la acest moment \u00een domeniul imobiliar \u0219i al construc\u021biilor:<\/p>\n<h2><span class=\"ez-toc-section\" id=\"FACTORUL_1\"><\/span>FACTORUL 1:<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Pandemia de Covid-19 a generat efecte ireversibile, at\u00e2t la nivel economic, c\u00e2t \u0219i la nivelul cerin\u021belor, mentalit\u0103\u021bilor \u0219i, mai ales, al tendin\u021belor pie\u021bei imobiliare \u0219i a construc\u021biilor. \u00cenceputul anului a venit cu ve\u0219ti negative pentru cei care activeaz\u0103 \u00een acest domeniu, \u0219i anume cu o cre\u0219tere generalizat\u0103 \u0219i accentuat\u0103 a pre\u021burilor materialelor de construire. Spre exemplu, pre\u021bul fierului-beton \u00eenregistreaz\u0103 o cre\u0219tere de 30%, pre\u021bul cimentului \u00eenregistreaz\u0103 o cre\u0219tere de 15%, polistirenul, vata mineral\u0103 \u00eenregistreaz\u0103 cre\u0219teri de 10-15%, iar obiectele sanitare \u0219i alte accesorii au o cre\u0219tere de 15-20%.<\/p>\n<p>Contrar unor opinii subiective, majorarea pre\u021burilor cauzat\u0103 de cre\u0219terea pre\u021burilor de produc\u021bie nu este un fenomen favorabil pentru dezvoltatorii imobiliari \u0219i constructori, deoarece oferta se va \u00eent\u00e2lni din ce \u00een ce mai greu cu cererea, adic\u0103 cu puterea de cump\u0103rare a celor care doresc s\u0103-\u0219i achizi\u021bioneze o locuin\u021b\u0103 nou\u0103 sau doresc s\u0103 construiasc\u0103 un imobil nou, \u00een condi\u021biile \u00een care oricum puterea de cump\u0103rare este profund afectat\u0103 de sc\u0103derea veniturilor, \u0219omaj tehnic, reorganiz\u0103ri ale firmelor etc.<\/p>\n<p>Pentru dezvoltatorii imobiliari, aceasta va fi una dintre provoc\u0103rile acestui an, \u0219i anume cea de a g\u0103si metode pentru a men\u021bine pre\u021buri competitive, \u00een contextul acestei presiuni din partea furnizorilor de materiale. Exist\u0103 o lupt\u0103 \u00eentre aceast\u0103 cre\u0219tere a pre\u021burilor de produc\u021bie \u0219i posibilitatea de a dezvolta proiecte accesibile pentru cump\u0103r\u0103tori.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"FACTORUL_2\"><\/span>FACTORUL 2:<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Birocra\u021bia, schimbarea frecvent\u0103 a normelor legislative, lipsa de claritate \u0219i consecven\u021b\u0103 din partea autorit\u0103\u021bilor locale \u0219i centrale se manifest\u0103 \u00een multiple moduri. O prim\u0103 m\u0103sur\u0103 negativ\u0103 este suspendarea PUZ-urilor din Capital\u0103, \u00een condi\u021biile \u00een care industria imobiliar\u0103 \u0219i de construc\u021bii din Bucure\u0219ti reprezint\u0103 aproximativ 30% din valoarea total\u0103 de la nivel na\u021bional.<\/p>\n<p><strong>Cite\u0219te \u0219i:<br \/>\n<a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/imoexpert\/pozitia-adiru-pe-tema-suspendarii-puz-urilor-actuale-la-nivelul-a-cinci-sectoare-ale-capitalei-p_db\/\">Pozi\u021bia ADIRU pe tema suspend\u0103rii PUZ-urilor actuale la nivelul a cinci sectoare ale Capitalei (P)<\/a><\/strong><\/p>\n<p>Conform datelor puse la dispozi\u021bie de catre Institutul Na\u021bional de Statistic\u0103 (INS), ponderea cumulat\u0103 a sectorului construc\u021biilor (6,6% din PIB) \u0219i a tranzac\u021biilor imobiliare (8% din PIB) este semnificativ\u0103 \u0219i reprezint\u0103 un sector fundamental pentru economia na\u021bional\u0103. O diminuare a lucr\u0103rilor cu un procent de aproximativ 30% \u00eenseamn\u0103, din punct de vedere macroeconomic, o reducere a PIB-ului Rom\u00e2niei cu un procent de aproximativ 3-4%, adic\u0103 o valoare aproximativ\u0103 de 35-40 de miliarde de lei anual, venituri care nu se vor mai reg\u0103si \u00een economie. Aceast\u0103 diminuare nu se observ\u0103 la acest moment, deoarece tranzac\u021biile \u00een derulare privesc, \u00een principal, imobile care au fost antecontractate \u00een ultimii doi ani, iar tranzac\u021biile care se \u00eenregistreaz\u0103 acum, la nivel statistic, reprezint\u0103, de fapt, finalizarea unor proiecte care au \u00eenceput \u00een trecut, acum doi-trei ani, \u0219i care acum sunt finalizate prin v\u00e2nzare. De asemenea, construc\u021biile care sunt \u00een derulare sunt construc\u021bii care aveau autoriza\u021bii de construire \u0219i care erau deja \u00een curs de edificare la data suspend\u0103rii PUZ-urilor.<\/p>\n<p>Suspendarea PUZ-urilor din Capital\u0103 a produs \u0219i alte efecte indirecte, \u0219i anume ne\u00eencrederea investitorilor locali sau str\u0103ini fa\u021b\u0103 de a mai investi \u00een Rom\u00e2nia pe termen scurt \u0219i mediu. \u00cen plus, a creat un precedent foarte periculos.<\/p>\n<p>Alte autorit\u0103\u021bi publice locale au \u00een plan implementarea unor m\u0103suri similare, av\u00e2nd ca efect, direct sau indirect, oprirea sau suspendarea dezvolt\u0103rii imobiliare sub o serie \u00eentreag\u0103 de pretexte, \u00een contextul \u00een care problemele de dezvoltare urban\u0103 \u0219i imobiliar\u0103 erau \u0219i sunt tot \u00een responsabilitatea autorit\u0103\u021bilor locale sau centrale.<\/p>\n<p>Cea de-a doua m\u0103sur\u0103 legislativ\u0103 negativ\u0103 este reprezentat\u0103 de suspendarea aplic\u0103rii unor m\u0103suri fiscale favorabile. Majorarea plafonului redus de TVA 5% pentru locuin\u021be noi p\u00e2n\u0103 la suma de 140.000 de euro, de\u0219i a fost extrem de a\u0219teptat\u0103 de c\u0103tre cump\u0103r\u0103tori \u0219i de pia\u021ba imobiliar\u0103, a fost suspendat\u0103, produc\u00e2nd alte efecte negative pentru cei care doreau \u0219i mai ales aveau nevoie de aceast\u0103 m\u0103sur\u0103 pentru a-\u0219i achizi\u021biona o locuin\u021b\u0103 nou\u0103. Raportat la pierderile care se vor \u00eenregistra la bugetul statului, legate, spre exemplu, de suspendarea PUZ-urilor din Capital\u0103, care va fi de ordinul miliardelor de lei, pierderea de TVA estimat\u0103 de Guvern, de aproximativ 200 de milioane de lei, pare infim\u0103 \u2013 iar asta inclusiv \u00een raport cu beneficiile directe \u0219i indirecte pe care le-ar putea aduce aceast\u0103 m\u0103sur\u0103.<\/p>\n<p>Majorarea plafonului de TVA redus pentru locuin\u021bele noi cu un pre\u021b de p\u00e2n\u0103 la 140.000 euro ar putea s\u0103 fie una dintre m\u0103surile pozitive, care ar putea diminua din impactul negativ al acestui an \u0219i al anilor urm\u0103tori.<\/p>\n<p><strong>Cite\u0219te \u0219i:<br \/>\n<a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/imoexpert\/majorarea-plafonului-maxim-pentru-tva-5-in-cazul-locuintelor-a-fost-amanata_db\/\">Majorarea plafonului maxim pentru TVA 5% \u00een cazul locuin\u021belor a fost am\u00e2nat\u0103<\/a><\/strong><\/p>\n<p>Cea de-a treia m\u0103sur\u0103 negativ\u0103 este birocratizarea excesiv\u0103 \u0219i suprareglementarea, pe fondul lipsei consult\u0103rii cu cei care activeaz\u0103 \u00een domeniu. Dac\u0103 \u00een urma cu cinci ani un proiect imobiliar dura, \u00een medie, un an \u0219i jum\u0103tate de la achizi\u021bia terenului \u0219i p\u00e2n\u0103 la livrarea construc\u021biei c\u0103tre cump\u0103r\u0103tori, la acest moment durata medie a crescut la trei ani. Aceast\u0103 durat\u0103 mai mare este cauzat\u0103 de birocratizarea excesiv\u0103 din domeniul construc\u021biilor. De\u0219i au fost anun\u021bate m\u0103suri legislative de \u00eembun\u0103t\u0103\u021bire a sistemului administrativ, toate m\u0103surile adoptate p\u00e2n\u0103 la acest moment au crescut timpul de livrare a locuin\u021belor. Restric\u021biile de livrare\/v\u00e2nzare privind utilit\u0103\u021bile nu au fost armonizate cu restul legisla\u021biei \u0219i cu m\u0103suri complementare de realizare mai rapid\u0103 a formalita\u021bilor necesare pentru racordarea noilor construc\u021bii la utilit\u0103\u021bi.<\/p>\n<p>Cre\u0219terea timpului de construc\u021bie \u0219i de livrare, din cauza birocra\u021biei \u0219i a suprareglement\u0103rii, \u00eenseamn\u0103 de fapt cre\u0219teri de costuri pentru dezvoltatorii imobiliari \u0219i, implicit, pentru cump\u0103r\u0103tori. \u00cen fiecare an apar noi propuneri de reglementare sau de stabilire de noi reguli \u00een construc\u021bii, dar \u00een realitate acestea nu aduc un beneficiu, ci doar noi \u00eent\u00e2rzieri, generate de nevoia \u0219i timpul necesar pentru adaptarea la acestea. \u00cen plus, consultarea cu speciali\u0219tii din domeniu nu exist\u0103, iar normele adoptate sunt, teoretic, benefice, dar, \u00een practic\u0103, beneficiul este doar marginal sau cu totul negativ.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"FACTORUL_3\"><\/span>FACTORUL 3:<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Directiva nZEB privind eficien\u021ba energetic\u0103 a cl\u0103dirilor, aplicabil\u0103 de la \u00eenceputul anului 2021 transpune de fapt o directiv\u0103 adoptat\u0103 de c\u0103tre Parlamentul European \u00eenc\u0103 din mai 2010, cu privire la performan\u021ba energetic\u0103 a cl\u0103dirilor (nZEB = nearly zero-energy buildings, anume cl\u0103diri al c\u0103ror consum de energie este aproape egal cu zero). <\/p>\n<p>O cl\u0103dire al c\u0103rei consum de energie este aproape egal cu zero \u00eenseamn\u0103 cl\u0103dire cu o performan\u021b\u0103 energetic\u0103 foarte ridicat\u0103, la care necesarul de energie pentru asigurarea performan\u021bei energetice este extrem de sc\u0103zut, fiind acoperit \u00een propor\u021bie de minimum 30% cu energie din surse regenerabile.<\/p>\n<p>O cas\u0103 cu un consum de energie aproape zero este un ideal pe care oricine \u0219i-l dore\u0219te, dar \u00eencep\u00e2nd de anul acesta este \u0219i o obliga\u021bie pentru toate construc\u021biile noi publice sau private, iar \u00eentrunirea acestui nou standard va aduce modific\u0103ri importante \u00een pia\u021ba materialelor de construc\u021bii \u0219i, bine\u00een\u021beles, modific\u0103ri majore \u00een pia\u021ba imobiliar\u0103, \u00een principal major\u0103ri de pre\u021buri generate de aceste noi echipamente, materiale eficiente energetic \u0219i expertiza necesar\u0103 pentru astfel de tehnologii avansate.<\/p>\n<p>Pre\u021burile locuin\u021belor noi din Rom\u00e2nia sunt \u00eenc\u0103 foarte accesibile pentru oricine dore\u0219te o locuin\u021b\u0103 nou\u0103. Comparativ cu pre\u021burile \u0219i suprafe\u021bele de care dispun imobilele din alte capitale sau ora\u0219e europene, cele ale imobilelor din Rom\u00e2nia sunt extrem de competitive, dar din cauza acestor schimb\u0103ri majore de legisla\u021bie \u0219i de mod de construire, lucrurile se vor schimba rapid, \u00een sensul cre\u0219terii rapide de costuri \u0219i de pre\u021buri.<\/p>\n<p>Implementarea noilor norme europene nu este un lucru negativ, pentru c\u0103 pia\u021ba urmeaz\u0103 s\u0103 se maturizeze rapid, iar calitatea construc\u021biilor va cre\u0219te la ultimele standarde, dar acest lucru vine cu anumite costuri deloc neglijabile \u0219i pentru care nu foarte mul\u021bi dezvoltatori, constructori sau cump\u0103r\u0103tori sunt preg\u0103ti\u021bi. De fapt, nici la momentul acesta nu se cunoa\u0219te modul de aplicare al noii directive \u00een Rom\u00e2nia, de\u0219i au trecut mai bine de zece ani de la adoptarea ei la nivel european \u0219i peste un an de la adoptarea Legii 101\/2020.<\/p>\n<p>Pentru a concluziona, dac\u0103 p\u00e2n\u0103 la acest moment cre\u0219teri de pre\u021buri de 1-5% anual \u00een imobiliare p\u0103reau semnificative, anul 2021 va aduce cu siguran\u021b\u0103 cre\u0219teri de peste 25%, la nivelul \u00eentregii industrii, pentru c\u0103 factorii mai sus mentiona\u021bi \u00ee\u0219i vor spune cu siguran\u021b\u0103 cuv\u00e2ntul \u0219i nu vor putea fi evita\u021bi.
