Potrivit modelului elaborat de oamenii de afaceri, ar trebui s\u0103 fie permis\u0103 accesarea unei finan\u0163\u0103ri mai mari, din care doar 50% s\u0103 fie garantat\u0103 de c\u0103tre stat, iar restul, prin ipotec\u0103. Valoarea maxim\u0103 pentru care statul ar putea oferi garan\u0163ii s-ar ridica la 50.000 de euro. Prin noul program ar putea fi achizi\u0163ionate locuin\u0163e de p\u00e2n\u0103 la 100.000 de euro. \u0162inta Prima Cas\u0103 3 este reprezentat\u0103, a\u015fadar, de <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/apartamente-noi\/avantajele-unei-achizitii-pe-timp-de-criza_db\/\">segmentul locuin\u0163elor noi, mai scumpe, din pia\u0163a imobiliar\u0103<\/a>.<\/p>\n<p><a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2010\/11\/primacasa3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-7417\" src=\"https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2010\/11\/primacasa3-300x199.jpg\" alt=\"\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2010\/11\/primacasa3-300x199.jpg 300w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2010\/11\/primacasa3-87x57.jpg 87w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2010\/11\/primacasa3-65x43.jpg 65w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2010\/11\/primacasa3.jpg 480w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><strong>Prima Cas\u0103 2 vs. 1: cu 300 mil. euro mai pu\u0163in <\/strong><br \/>\nC\u00e2t de viabil\u0103 este propunerea investitorilor str\u0103ini \u00een actualele condi\u0163ii de pia\u0163\u0103 r\u0103m\u00e2ne \u00eens\u0103 un mare semn de \u00eentrebare. Una dintre principalele probleme este reprezentat\u0103 de <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/articole\/preturile-la-imobiliare-fortate-sa-revina-cu-picioarele-pe-pamant_db\/\">puterea de cump\u0103rare a popula\u0163iei<\/a>. Rezultatele \u00eenregistrate p\u00e2n\u0103 acum de programul Prima Cas\u0103 ilustreaz\u0103 o sc\u0103dere sensibil\u0103 a cererii solvabile de locuin\u0163e. Astfel, dac\u0103 \u00een cadrul primei etape a programului, ce s-a desf\u0103\u015furat pe parcursul a circa \u015fapte luni, au fost acordate 18.304 de garan\u0163ii, \u00een valoare de aproximativ 761 milioane de euro. P\u00e2n\u0103 acum, discu\u0163ii legate de lansarea unei a treia variante a programului Prima Cas\u0103 (\u00een condi\u0163iile sugerate de investitorii str\u0103ini) au avut loc at\u00e2t cu b\u0103ncile, c\u00e2t \u015fi cu Ministerul de Finan\u0163e. \u201eAv\u00e2nd \u00een vedere situa\u0163ia material\u0103 a viitorilor beneficiari, este greu de apreciat c\u00e2t de oportun\u0103 este o asemenea sugestie\u201d, subliniaz\u0103 reprezentan\u0163ii Fondului Na\u0163ional de Garantare a Creditelor pentru \u00centreprinderi Mici \u015fi Mijlocii (FNGCIMM).<\/p>\n<p><strong>1.300 de locuin\u0163e noi v\u00e2ndute \u00een iunie 2009-iunie 2010<\/strong><br \/>\nDin perspectiva juc\u0103torilor din pia\u0163\u0103, fie ei companii imobiliare, b\u0103nci sau dezvoltatori, p\u0103rerile cu privire la fezabilitatea noii variante de Prima Cas\u0103 sunt \u00eemp\u0103r\u0163ite. Reprezentan\u0163ii Colliers International Rom\u00e2nia sunt de p\u0103rere c\u0103 noile condi\u0163ii propuse de investitorii str\u0103ini sunt viabile pentru pia\u0163a locuin\u0163elor noi. \u201eCu siguran\u0163\u0103, ridicarea plafonului la valoarea de 100.000 de euro va favoriza achizi\u0163iile de locuin\u0163e noi \u015fi, cel mai probabil, majoritatea vor \u0163inti spre valoarea maxim\u0103 a creditului\u201d, spune Daniela Marin, consultant \u00een cadrul companiei. Condi\u0163iile propuse de investitori ar fi viabile dac\u0103 pia\u0163a imobiliar\u0103 nu s-ar lupta cu o grav\u0103 lips\u0103 de \u00eencredere \u00een economie\u201d, spune Mihaela Pan\u0103 (foto), \u015fefa departamentului reziden\u0163ial al DTZ Echinox. Pe de alt\u0103 parte \u00eens\u0103, sc\u0103derea garan\u0163iei la 50% din valoarea creditului ar putea afecta psihologic at\u00e2t clien\u0163ii, c\u00e2t \u015fi b\u0103ncile. \u00cen momentul de fa\u0163\u0103, recunoa\u015fte reprezentanta DTZ, institu\u0163iile de credit nu sunt dispuse s\u0103-\u015fi asume riscuri foarte mari, fapt pentru care \u015fi clien\u0163ii sunt reticen\u0163i \u00een ceea ce prive\u015fte cererile de finan\u0163are pentru achizi\u0163ii de locuin\u0163e. \u201cCu siguran\u0163\u0103 c\u0103, dac\u0103 b\u0103ncile ar contribui cu mai mult la acest risc, cump\u0103r\u0103torii ar \u00eencepe, pu\u0163in c\u00e2te pu\u0163in, s\u0103-\u015fi recapete \u00eencrederea \u00een pia\u0163a imobiliar\u0103\u201d, crede Pan\u0103.<\/p>\n<p><strong>Calificarea financiar\u0103 a poten\u0163ialilor cump\u0103r\u0103tori las\u0103 de dorit<\/strong><br \/>\nCum arat\u0103 lucrurile din perspectiva a dou\u0103 dintre p\u0103r\u0163ile implicate \u00eentr-o tranzac\u0163ie \u2013 dezvoltatorii, pe de o parte, \u015fi b\u0103ncile, pe de alta? \u00cen cea mai mare parte, developerii sunt sus\u0163in\u0103tori entuzia\u015fi ai noului program. Tudor nu se arat\u0103 prea \u00eencrez\u0103tor \u00een \u015fansele ca o a treia etap\u0103 a programului Prima Cas\u0103 s\u0103 fie lansat\u0103 \u00een condi\u0163iile propuse de investitorii str\u0103ini. \u00cen opinia sa, programul guvernamental ar trebui s\u0103 mearg\u0103 mai departe ca \u015fi p\u00e2n\u0103 acum, f\u0103r\u0103 modific\u0103ri majore. P\u00e2n\u0103 acum, un impact pozitiv al programului const\u0103 \u00een <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/apartamente-noi\/cat-ar-da-pe-o-casa-patru-din-zece-bucuresteni_db\/\">stabilizarea pie\u0163ei \u00eentre anumite limite<\/a>.<\/p>\n<div style=\"border: 1px solid #f0e58b;background-color: #fffcde;padding: 10px\"><strong>Opinia bloggerului<\/strong><br \/>\nUna dintre problemele \u00eent\u00e2mpinate la ora actual\u0103 const\u0103 \u00een stocul de locuin\u0163e care \u00ee\u015fi a\u015fteapt\u0103 clien\u0163ii, iar Prima Cas\u0103 3 este un program prin care b\u0103ncile doresc s\u0103 rezolve tocmai aceast\u0103 problem\u0103. Cum dezvoltatorii imobiliari nu prea au v\u00e2nz\u0103ri, nici nu pot returna creditele, era nevoie de un nou stimul care s\u0103 impulsioneze v\u00e2nz\u0103rile pe acest segment de pia\u0163\u0103. Clien\u0163i exist\u0103, \u00eens\u0103 trendul negativ al pre\u0163urilor pe pia\u0163a imobiliar\u0103 \u015fi incertitudinile legate de evolu\u0163ia economiei \u00eei determin\u0103 s\u0103 am\u00e2ne decizia de a achizi\u0163iona un imobil de o asemenea valoare. S\u0103 nu uit\u0103m totu\u015fi c\u0103, anual, \u00een Rom\u00e2nia se realizeaz\u0103 peste 300.000 de tranzac\u0163ii imobiliare, iar \u00een aceste condi\u0163ii cele c\u00e2teva mii de locuin\u0163e noi pe care dezvoltatorii doresc s\u0103 le v\u00e2nd\u0103 la pre\u0163uri de 80.000-100.000 de euro nu reprezint\u0103 foarte mult.
