Practic, prin noile m\u0103suri propuse, cump\u0103r\u0103torii vor avea posibilitatea de a <strong>compara ofertele diferi\u021bilor dezvoltatori pe baza unor criterii obiective<\/strong>, fapt ce va reduce num\u0103rul litigiilor privind calitatea construc\u021biilor, finisajelor \u0219i garan\u021biilor post-v\u00e2nzare.<\/p>\n\n\n\n<p>&#8222;Pia\u021ba imobiliar\u0103 din Rom\u00e2nia se afl\u0103 \u00eentr-o continu\u0103 expansiune, \u00eenregistr\u00e2nd o cre\u0219tere semnificativ\u0103 a num\u0103rului de proiecte reziden\u021biale dezvoltate \u00een ultimii ani. \u00cen acest context, <strong>s-a constatat o cre\u0219tere a num\u0103rului de reclama\u021bii \u0219i sesiz\u0103ri formulate de consumatori cu privire la neconcordan\u021bele dintre dot\u0103rile, finisajele \u0219i materialele prezentate \u00een ofertele comerciale ale dezvoltatorilor imobiliari \u0219i cele efectiv livrate <\/strong>la momentul recep\u021bion\u0103rii unit\u0103\u021bii locative&#8221;, se explic\u0103 \u00een nota de fundamentare a proiectului.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"798\" src=\"https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/dezvoltatorii-imobiliari-trebuie-sa-ofere-detalii-despre-dotari-si-finisaje-cumparatorilor.jpg\" alt=\"\" class=\"wp-image-75115\" srcset=\"https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/dezvoltatorii-imobiliari-trebuie-sa-ofere-detalii-despre-dotari-si-finisaje-cumparatorilor.jpg 1200w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/dezvoltatorii-imobiliari-trebuie-sa-ofere-detalii-despre-dotari-si-finisaje-cumparatorilor-770x512.jpg 770w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/dezvoltatorii-imobiliari-trebuie-sa-ofere-detalii-despre-dotari-si-finisaje-cumparatorilor-390x259.jpg 390w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<p>&#8222;\u00cen prezent, nu exist\u0103 o reglementare expres\u0103 care s\u0103 impun\u0103 dezvoltatorilor imobiliari obliga\u021bia de a furniza, \u00eenainte de semnarea promisiunii bilaterale de v\u00e2nzare-cump\u0103rare, <strong>informa\u021bii clare, verificabile \u0219i comparabile privind &#8211; dotarea standard \u0219i op\u021bional\u0103 a unit\u0103\u021bii locative; tipul \u0219i calitatea materialelor utilizate \u00een construc\u021bie \u0219i finisaje; principalii furnizori ai echipamentelor \u0219i instala\u021biilor; perioada de garan\u021bie aferent\u0103 fiec\u0103rui element de construc\u021bie sau instala\u021bie<\/strong>. Aceast\u0103 <strong>lips\u0103 de transparen\u021b\u0103<\/strong> creeaz\u0103 o asimetrie de informa\u021bie \u00eentre profesionist \u0219i consumator, determin\u00e2nd <strong>dificult\u0103\u021bi \u00een luarea unei decizii informate <\/strong>\u0219i \u00een protejarea intereselor economice ale cump\u0103r\u0103torului&#8221;, se mai men\u021bioneaz\u0103 \u00een acela\u0219i document.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Cite\u0219te \u0219i: <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/imoexpert\/cata-incredere-mai-au-romanii-in-dezvoltatori-si-agenti-imobiliari-studiu_db\/\" target=\"_blank\" rel=\"noreferrer noopener\">C\u00e2t\u0103 \u00eencredere mai au rom\u00e2nii \u00een dezvoltatori \u0219i agen\u021bi imobiliari? \u2013 STUDIU Imobiliare.ro.<\/a><\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"675\" src=\"https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/cata-incredere-mai-au-romanii-in-dezvoltatorii-imobiliari.jpg\" alt=\"\" class=\"wp-image-75122\" srcset=\"https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/cata-incredere-mai-au-romanii-in-dezvoltatorii-imobiliari.jpg 1200w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/cata-incredere-mai-au-romanii-in-dezvoltatorii-imobiliari-770x433.jpg 770w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/cata-incredere-mai-au-romanii-in-dezvoltatorii-imobiliari-390x219.jpg 390w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Ce prevede proiectul care \u00ee\u0219i propune s\u0103 aduc\u0103 mai mult\u0103 transparen\u021b\u0103 pe pia\u021ba imobiliar\u0103?<\/strong><\/p>\n\n\n\n<p>Dezvoltatorii imobiliari vor avea obliga\u021bia de a asigura informarea cump\u0103r\u0103torilor cu privire la <strong>toate dot\u0103rile \u0219i materialele utilizate<\/strong> \u00een edificarea construc\u021biilor, astfel \u00eenc\u00e2t ace\u0219tia &#8222;s\u0103 ia decizia de tranzac\u021bionare \u00een cuno\u0219tin\u021b\u0103 de cauz\u0103&#8221;.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"801\" src=\"https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/cumparatorii-vor-putea-compara-ofertele-dezvoltatorilor-pe-baza-unor-criterii-clare.jpg\" alt=\"\" class=\"wp-image-75116\" srcset=\"https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/cumparatorii-vor-putea-compara-ofertele-dezvoltatorilor-pe-baza-unor-criterii-clare.jpg 1200w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/cumparatorii-vor-putea-compara-ofertele-dezvoltatorilor-pe-baza-unor-criterii-clare-770x514.jpg 770w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/cumparatorii-vor-putea-compara-ofertele-dezvoltatorilor-pe-baza-unor-criterii-clare-390x260.jpg 390w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<p>Cump\u0103r\u0103torul trebuie s\u0103 primeasc\u0103, \u00eenainte de semnarea primul document juridic cu dezvoltatorul, informa\u021bii despre urm\u0103toarele elemente \u0219i s\u0103 le accepte:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>lista <strong>dot\u0103rilor, finisajelor \u0219i echipamentelor<\/strong> care fac parte din livrarea standard a unit\u0103\u021bii locative, precum \u0219i <strong>eventualele op\u021biuni suplimentare sau \u00eembun\u0103t\u0103\u021biri disponibile<\/strong> la cererea cump\u0103r\u0103torului: num\u0103rul \u0219i tipul prizelor \u0219i \u00eentrerup\u0103toarelor, tipul t\u00e2mpl\u0103riei, obiectele sanitare montate, tipul pardoselilor \u0219i al faian\u021bei, aparatele de \u00eenc\u0103lzire\/r\u0103cire, sistemul de ventila\u021bie, corpurile de iluminat montate;<\/li>\n\n\n\n<li><strong>specifica\u021biile principale ale materialelor utilizate<\/strong> la structura de rezisten\u021b\u0103, instala\u021bii, t\u00e2mpl\u0103rie, finisaje interioare \u0219i exterioare;<\/li>\n\n\n\n<li><strong>denumirea furnizorilor \u0219i a produc\u0103torilor principali<\/strong> ai materialelor, echipamentelor \u0219i produselor de construc\u021bii utilizate;<\/li>\n\n\n\n<li>trimiterea la <strong>documenta\u021bia tehnic\u0103 care a stat la baza autoriza\u021biei de construire<\/strong>, emis\u0103 conform Legii nr. 50\/1991 privind autorizarea execut\u0103rii lucr\u0103rilor de construc\u0163ii, republicat\u0103 \u00een Monitorul Oficial, Partea I nr. 933 din 13 octombrie 2004.<\/li>\n<\/ul>\n\n\n\n<p>Aceste detalii ar urma s\u0103 fie incluse \u00eentr-o fi\u0219\u0103 de informare. Fi\u0219a ar fi o parte integrant\u0103 din primul document juridic semnat cu dezvoltatorul, fie c\u0103 discut\u0103m despre contractul de rezervare, antecontractul de v\u00e2nzare-cump\u0103rare, fie de contractul de v\u00e2nzare-cump\u0103rare.<\/p>\n\n\n\n<p>&#8222;<strong>Nu se preconizeaz\u0103 cre\u0219teri ale costurilor pentru consumatorii finali<\/strong>, \u00eentruc\u00e2t obliga\u021biile introduse nu afecteaz\u0103 pre\u021bul de v\u00e2nzare, ci doar transparen\u021ba informa\u021bional\u0103&#8221;, se explic\u0103 \u00een nota de fundamentare a proiectului.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"800\" src=\"https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/ce-informatii-trebuie-sa-le-ofere-dezvoltatorii-cumparatorilor-inainte-de-semnarea-contractului-1.jpg\" alt=\"\" class=\"wp-image-75118\" srcset=\"https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/ce-informatii-trebuie-sa-le-ofere-dezvoltatorii-cumparatorilor-inainte-de-semnarea-contractului-1.jpg 1200w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/ce-informatii-trebuie-sa-le-ofere-dezvoltatorii-cumparatorilor-inainte-de-semnarea-contractului-1-770x513.jpg 770w, https:\/\/www.imobiliare.ro\/imoexpert\/wp-content\/uploads\/2026\/01\/ce-informatii-trebuie-sa-le-ofere-dezvoltatorii-cumparatorilor-inainte-de-semnarea-contractului-1-390x260.jpg 390w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<p>Comercializarea locuin\u021belor noi f\u0103r\u0103 o astfel de informare ar urma s\u0103 fie <strong>amendat\u0103 cu sume cuprinse \u00eentre 10.000-50.000 lei<\/strong> de c\u0103tre reprezentan\u021bii Autorit\u0103\u021bii Na\u021bionale pentru Protec\u021bia Consumatorului (ANPC). <\/p>\n\n\n\n<p>V\u0103 reamintim c\u0103 spre finele anului trecut <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/imoexpert\/mii-de-apartamente-noi-oprite-de-la-comercializare-de-anpc-ce-trebuie-sa-stii-pentru-a-te-asigura-ca-tu-nu-iei-teapa-cand-cumperi-o-locuinta-de-la-dezvoltator_db\/\" target=\"_blank\" rel=\"noreferrer noopener\">comisarii ANPC au \u0219i retras de la comercializare<\/a> peste 3.000 de apartamente noi la nivel na\u021bional \u0219i au dat amenzi dezvoltatorilor care nu respectau legea. <\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Cre\u0219terea \u00eencrederii pe pia\u021ba imobiliar\u0103, o miz\u0103 \u00een ultima perioad\u0103<\/strong><\/p>\n\n\n\n<p>Proiectul care vizeaz\u0103 o mai bun\u0103 informare a cump\u0103r\u0103torilor \u00eenainte de realizarea unei achizi\u021bii imobiliare de la dezvoltatori nu este singurul care vizeaz\u0103 cre\u0219terea \u00eencrederii pe pia\u021ba imobiliar\u0103. \u00cen luna decembrie a anului trecut a fost <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/imoexpert\/legea-nordis-promulgata-de-presedinte-masurile-au-ca-scop-cresterea-increderii-in-piata-imobiliara-responsabilizarea-dezvoltatorilor-si-protejarea-investitorilor-si-a-familiilor_db\/\" target=\"_blank\" rel=\"noreferrer noopener\">promulgat\u0103 \u0219i a\u0219a-numita &#8222;Lege Nordis&#8221;<\/a> care impune limitarea avansului pe care dezvoltatorii \u00eel pot solicita cump\u0103r\u0103torilor la:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>5% avans la rezervarea cump\u0103r\u0103rii<\/li>\n\n\n\n<li>25% la finalizarea structurii de rezisten\u021b\u0103<\/li>\n\n\n\n<li>20% la finalizarea lucr\u0103rilor de instala\u021bii.<\/li>\n<\/ul>\n\n\n\n<p>Sumele se depun \u00eentr-un cont dedicat edific\u0103rii proiectului \u0219i pot fi cheltuite dup\u0103 ob\u021binerea avizului &#8222;bun de plat\u0103&#8221; din partea dirigintelui de \u0219antier. <\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Cite\u0219te \u0219i: <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/imoexpert\/nu-incurca-banditii-ci-dezvoltatorii-onesti-eficienta-legii-nordis-contestata-dupa-promulgare_db\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201eNu \u00eencurc\u0103 bandi\u021bii, ci dezvoltatorii one\u0219ti\u201d.
