Printre acestea se num\u0103r\u0103:<\/p>\n<p>&#8211; instituirea unei garan\u0163ii suplimentare prin aplicarea unui <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/prima-casa\/creditele-prima-casa-conditionate-de-un-gaj-asupra-conturilor-beneficiarilor_db\/\">gaj pe conturile curente ale \u00eemprumutatului<\/a>, \u00eens\u0103 doar la banca creditoare;<br \/>\n&#8211; dac\u0103 doi so\u0163i au achizi\u0163ionat o locuin\u0163\u0103 prin programul Prima Cas\u0103, iar apoi divor\u0163eaz\u0103, unul dintre ei are posibilitatea de a cump\u0103ra cealalt\u0103 parte din imobil, tot prin intermediul programului guvernamental. La fel, dac\u0103 cineva de\u0163ine o cot\u0103-parte dintr-un imobil, poate cump\u0103ra cealalt\u0103 parte cu ajutorul unui credit garantat de c\u0103tre stat;<br \/>\n&#8211; posibilitatea de <a class=\"article-body-links\"href=\"https:\/\/www.imobiliare.ro\/credit-ipotecar\/cum-sa-negociezi-cu-banca-cand-nu-ti-mai-poti-plati-ratele_db\/\">ree\u015falonare, rescaden\u0163are sau chiar refinan\u0163are a unui credit<\/a> anterior ob\u0163inut, tot prin intermediul programului Prima Cas\u0103.<\/p>\n<p>Cea mai mare modificare adus\u0103 de partea a doua a programului const\u0103 \u00een reducerea drastic\u0103 a plafonului de garantare, p\u00e2n\u0103 la suma de 200 milioane de euro. Potrivit declara\u0163iilor oficiale, aceast\u0103 sum\u0103 ar trebui s\u0103 fie epuizat\u0103 undeva pe la sf\u00e2r\u015fitul lunii martie, o decizie cu privire la continuarea programului urm\u00e2nd a fi luat\u0103 \u00een func\u0163ie de m\u0103sura \u00een care acesta \u015fi-a atins sau nu obiectivele. <\/p>\n<p>* Dac\u0103 vrei s\u0103-\u0163i ridici singur o locuin\u0163\u0103 cu ajutorul programului, trebuie s\u0103 \u015ftii c\u0103, de\u015fi cadrul legal pentru aceasta exist\u0103, p\u00e2n\u0103 acum nu au fost acordate credite pentru construc\u0163ia de locuin\u0163e de la zero, pentru c\u0103 b\u0103ncile nu dispun de un asemenea produs. Anul trecut au fost acordate doar c\u00e2teva credite pentru ridicarea unor imobile care aveau \u00eens\u0103 deja ob\u0163inute autoriza\u0163ii de construire.<\/p>\n<p><strong>2. C\u00e2nd \u015fi la ce banc\u0103 s\u0103 mergi?<\/strong><br \/>\nEste recomandabil ca, \u00eenainte chiar de a \u00eencepe c\u0103utarea unui imobil, s\u0103 mergi la banc\u0103 \u015fi s\u0103 ceri o analiz\u0103 financiar\u0103 preliminar\u0103, pe baza documentelor doveditoare de venit. Chiar dac\u0103 ai g\u0103sit un apartament potrivit dinainte, nu trebuie s\u0103 semnezi \u00eenc\u0103 un antecontract, pentru c\u0103 pot exista situa\u0163ii \u00een care banca s\u0103 nu-\u0163i acorde gradul de \u00eendatorare pe care ai mizat \u015fi s\u0103 fii astfel nevoit s\u0103 mai sco\u0163i din buzunar \u00eenc\u0103 c\u00e2teva mii de euro. O astfel de analiz\u0103 preliminar\u0103 poate dura \u015fi trei zile.<br \/>\nFiecare client va opta pentru o anumit\u0103 banc\u0103 \u00een func\u0163ie de nevoile sale specifice. \u00cen partea a treia a programului Prima Cas\u0103 au fost incluse 21 de institu\u0163ii finan\u0163atoare. Pentru alegerea celei mai potrivite, sfatul unui broker de credite poate fi foarte util. Trebuie s\u0103 \u015ftii c\u0103 fiecare instu\u0163ie de credit are o list\u0103 anume cu veniturile pe care le ia \u00een calcul, iar ponderea acestora difer\u0103. Astfel, veniturile trecute pe cartea de munc\u0103  sunt luate \u00een calcul 100%. Exist\u0103 \u00eens\u0103 \u015fi b\u0103nci \u2013 Banca Rom\u00e2neasc\u0103, Raiffeissen \u2013 care iau \u00een considerare \u015fi bonurile de mas\u0103. <\/p>\n<p>\u00cen ceea ce prive\u015fte veniturile realizate de persoanele fizice autorizate sau cele cu drepturi de autor, acestea sunt luate \u00een considerare \u00een propor\u0163ii de 60-90%, \u00een func\u0163ie de institu\u0163ia finan\u0163atoare. La fel, \u015fi indemniza\u0163iile maternale au o pondere diferit\u0103 &#8211; 100% la Raiffeissen, 75% la BCR, 80% la Piraeus etc. Exist\u0103 \u015fi b\u0103nci care accept\u0103 \u015fi venituri din str\u0103in\u0103tate, iar\u0103\u015fi \u00een propor\u0163ii diferite. <\/p>\n<p>Un alt element extrem de important \u00een alegerea unei b\u0103nci este reprezentat de gradul de \u00eendatorare oferit de aceasta. Cel mai mic grad de \u00eendatorare este acordat de BCR (50-55%), iar cel mai mare de Raiffeissen (65%).<\/p>\n<p>\u00cen ceea ce prive\u015fte dob\u00e2nzile practicate de c\u0103tre b\u0103nci, acestea difer\u0103. Iat\u0103 un top al primelor \u015fase institu\u0163ii de credit, \u00een ordinea cresc\u0103toare a dob\u00e2nzilor:<\/p>\n<p>1.Raiffeisen Bank: 4,61% (dac\u0103 optezi pentru oferta promo\u0163ional\u0103 de a-\u0163i vira salariul prin banc\u0103, prin care beneficiezi de o reducere a ratei la credit)<br \/>\n2.Emporiki: 5,13%<br \/>\n3.Raiffeisen Bank: 5,14%<br \/>\n4.Leumi: 5,34%<br \/>\n5.BRD: 5,35%<br \/>\n6.BCR: 5,4%<\/p>\n<p>De asemenea, un criteriu de selec\u0163ie a unei b\u0103nci poate fi \u015fi plafonul alocat fiec\u0103rei  institu\u0163ii incluse \u00een program de c\u0103tre Fondul Na\u0163ional de Garantare a Creditelor pentru \u00centreprinderi Mici \u015fi Mijlocii (FNGCIMM). Iat\u0103 un top cinci al b\u0103ncilor care dispun de cele mai multe fonduri:<\/p>\n<p>BCR &#8211; 64 milioane de euro<br \/>\nBRD &#8211; 32 milioane de euro<br \/>\nRaiffeisen &#8211; 25 milioane de euro<br \/>\nBanca Rom\u00e2neasc\u0103 &#8211; 21 milioane de euro<br \/>\nAlpha Bank &#8211; 18 milioane de euro<\/p>\n<p>Cel mai mic plafon, \u00een valoare de 100.000 de euro, a fost acordat c\u0103tre Volksbank, care l-a epuizat \u00eens\u0103 la scurt\u0103 vreme de la relansarea programului. De asemenea, Emporiki Bank a cheltuit p\u00e2n\u0103 acum suma alocat\u0103 de c\u0103tre fondul de garantare. <\/p>\n<p><strong>3. Prefer\u0103 b\u0103ncile anumite tipuri de propriet\u0103\u0163i?<\/strong><br \/>\n\u00cen program pot fi acceptate locuin\u0163e indiferent de anul de construc\u0163ie. Simplul fapt c\u0103 un apartament este situat \u00eentr-un bloc din anii 1950-1960 nu-l descalific\u0103 pentru ob\u0163inerea unui credit. Cu toate acestea, coeficientul de evaluare acordat respectivei propriet\u0103\u0163i va fi sensibil mai mic dec\u00e2t cel pentru o locuin\u0163\u0103 nou\u0103, fapt ce va afecta, \u00een final, valoarea \u00eemprumutului acordat (banca va alege \u00eentotdeauna minimul dintre valoarea de evaluare \u015fi pre\u0163ul de tranzac\u0163ionare). \u00cen general, se consider\u0103 c\u0103 toate propriet\u0103\u0163ile mai vechi de anul 2000 au deficien\u0163e \u015fi primesc un punctaj mai sc\u0103zut de evaluare.<br \/>\nExist\u0103 anumite b\u0103nci (precum BCR-ul, care are \u015fi departament intern de evaluare) care \u0163in foarte mult cont nu doar de anul construc\u0163iei, ci \u015fi de zona \u00een care este situat\u0103 locuin\u0163a, de gradul de poluare, de spa\u0163ii verzi etc. <\/p>\n<p><strong>4. Ce ar trebui s\u0103 includ\u0103 dosarul de credit?<\/strong><br \/>\nNum\u0103rul documentelor solicitate poate varia. \u00cen primul r\u00e2nd, sunt necesare actele doveditoare de venit: copie dup\u0103 cartea de munc\u0103 \u2013 \u00een cazul veniturilor salariale; copie dup\u0103 contractele de munc\u0103 \u015fi actele adi\u0163ionale \u2013 \u00een cazul persoanelor fizice autorizate \u015fi ale celor cu drepturi de autor; flutura\u015fi de salariu \u00een cazul \u00een care exist\u0103 diferen\u0163e \u00eentre veniturile trecute pe cartea de munc\u0103 \u015fi cele efective; declara\u0163ii din partea angajatorului, \u00een cazul c\u00e2\u015ftigurilor realizate \u00een str\u0103in\u0103tate.<br \/>\nEste necesar\u0103 de asemenea cea mai recent\u0103 fi\u015f\u0103 fiscal\u0103 (p\u00e2n\u0103 pe 25 februarie se accept\u0103 cea aferent\u0103 anului 2009). \u00cen plus, banca poate solicita dovada unor cheltuieli curente, cum ar fi factura de utilit\u0103\u0163i \u2013 orice factur\u0103 inclus\u0103 \u00een dosar are termen de valabilitate 30 de zile, astfel \u00eenc\u00e2t, dac\u0103 procesarea dosarului va dura mai mult, aceasta va trebui re\u00eennoit\u0103.<br \/>\nLegat de locuin\u0163a pe care vrei s\u0103 o cumperi, dosarul trebuie s\u0103 includ\u0103 copii dup\u0103 actele de proprietate ale acesteia, cadastru, extras de carte funciar\u0103 etc. Unele b\u0103nci pot solicita de asemenea un istoric al propriet\u0103\u0163ii achizi\u0163ionate. <\/p>\n<p><strong>5. De c\u00e2\u0163i bani ai nevoie pentru a face un credit prin Prima Cas\u0103?<\/strong><br \/>\nPentru achizi\u0163ia unei locuin\u0163e \u00een valoare de 60.000 de euro, un aplicant ar trebui s\u0103 dispun\u0103 de o sum\u0103 de peste 5.000 de euro. Aceasta este compus\u0103 din: <\/p>\n<p>&#8211; Avans, care trebuie s\u0103 fie de minimum 5% din valoarea propriet\u0103\u0163ii. Astfel, creditul maxim ce poate fi ob\u0163inut prin program poate fi de 57.000 de euro. Prima anual\u0103 de asigurare poate ajunge p\u00e2n\u0103 la un maximum de 0,2% din valoarea imobilului. Banca pune la dispozi\u0163ia clientului o list\u0103 cu asigur\u0103tori de credite agrea\u0163i sau poate opta de la sine pentru un asigur\u0103tor, \u00eens\u0103 beneficiarul are dreptul de a alege \u015fi a negocia cu ace\u015ftia.<br \/>\n&#8211; Taxele notariale, ce ajung la un nivel standard de 1.000-1.200 de euro la un credit de 57.000 de euro. Acest pre\u0163 poate fi \u00eens\u0103 negociat. Dac\u0103 anumite componente ale taxelor notariale sunt fixe, onorariile percepute de c\u0103tre notari sunt variabile, mai ales \u00een actualul context economic. <\/p>\n<div class=\"entry-content-inline-styles\"><strong>Cum te poate ajuta un broker de credite<\/strong><br \/>\nEste important s\u0103 \u015ftii c\u0103, dac\u0103 vei apela la un astfel de intermediar \u00een rela\u0163ia cu banca, nu va trebui s\u0103 pl\u0103te\u015fti nimic \u00een plus.
